Actually we are both wrong Gert. Hetzner does provide racks as well as provide servers as well as provide hosting... When a EMAIL abuse complaint is received where Hetzner is only the routing/network provider - Hetzner has no way of investigating same and if the complainant wishes Hetzner to become involved, Hetzner needs to establish if there is actual abuse, if the provider has been compromised, etc etc and in order to do that, Hetzner needs to involve the service provider.
