You have an ideas about the difference in work that certs and abuse departments do, but I'm sure that we all have slightly different definitions. These differences are likely to be extremely subtle to someone outside of the CSIRT and abuse communities. I'm not convinced that the differences in these roles are is in fact obvious, or that the choice between either or both of these roles is clear to a new member of the RIPE community or someone reporting a network event. I think I understand what you are trying to achieve by having these two options available, but we need to be sure that this choice makes it easier for people involved at all stages to do the right thing.
