It's rather extreme stating something like that. As I understand from the original mail, the contact information for the inetnum is incorrect. You simply send an email to the LIR (OVH) complaining about the incorrect contact information. If they ignore your complaint, you send it to the RIR instead. After the LIR or the RIR has corrected the contact information, you can resend your complaint.
As always, anyone can ignore your spam complaint if it doesn't violate any national law. Blacklisting the provider of the offending party is just silly. Blacklist just the spam instead.
I tend to disagree .. a provider that does not care AT ALL is an infected area that spreads diseases. Until they clean up one has a better life without their worms. If OVH does not feel the pressure they will never act. When their users start complaining that they cannot send mail then they might act. If not their users may move to a professional ISP. This is "the force of the market" , customers choose what gives them "bang for their buck"

I have received several of them in recent weeks, but not when I am finding solution complaints. When I started to complain to the email abuse@ovh.net <mailto:abuse@ovh.net> (that does not work, even), and then the e-mail suporte@ovh.net <mailto:suporte@ovh.net>, the operator asked me to get in touch directly with the email abuse that listed in the register of IP RIPE.NET <http://RIPE.NET>. It is what I have done. But in recent days, the customer who owns the OVH email spam-control@hospedagemgenial.com.br <mailto:spam-control@hospedagemgenial.com.br> been sending me various SPAM. But this email (spam-control@hospedagemgenial.com.br <mailto:spam-control@hospedagemgenial.com.br>) does not exist, so my complaints are not enough. So, I began to denounce the SPAM directly to OVH, but nothing was done. I keep getting these SPAM. I do not know if they do not have infrastructure to filter it, or do not want to block the account of spamming, but keep getting the messages. To my enchegar things, when a carrier sells a framework for sending emails advertising (fancy name for SPAM), it is also responsible for such transmission. I did not ask her client (the spam-control@hospedagemgenial.com.br <mailto:spam-control@hospedagemgenial.com.br>) send me SPAM. These customers simply take our e-mail who knows where and start sending us spam. And when we complained, the provider does nothing.
