Generally speaking, no.
Generally speaking, in order to delete an objecct, you need the same (set of) credentials you would need to create or modify the object. As you correctly point out, there are a couple of exceptions to prevent dead- lock situations when one party fails to cooperate. Removing a route object is one of those, iirc; deleting a revDNS delegation entry is another.
