Assuming you mean RIPE NCC members (anybody can be a member of RIPE, it is just a community, and your guess as to the number of members of the community is as good as anybody's), then when I looked a couple of years ago, 2% of RIPE NCC members voted for the members of the NCC's executive board.

Nobody is talking about members that are NOT voting. 50% of the people that ARE voting should count. So, according to your numbers: 1% is enough
How many of the members do you think get actively involved in policy discussions? (Hint: it is much less than 50%.)
People that are not going to vote do not care for the results, like it is for any democratic political vote in the RIPE region.
All of the RIRs have open policy discussion forums, just as the IETF has no members and anybody can contribute to the Internet's standards. Good luck changing that. :)
IETF is different. RIPE is no "community", its more a association of members, that are paying money to get resources they need. And non-members still can decide (or at least block) the wishes of the members, thats really crazy. Lets compare: DENIC is also an association of members wich pay for the resources they need. Do you think anybody can tell DENIC how to deal with .de domainnames or decide about the whois or technical procedures and protocols, if they are not a member ? Sure not. This is not stopping you from becoming a member, anybody can become a member according to the current rules, after he is a member, he can start changing things, but not before. So: why should the opinions of non-members count at RIPE, when its going about the consensus about drafts ? Kind regards, Frank
