Maybe this WG, RIPE in general and/or the RIPE NCC would like to consider the following European Council conclusion:

This will likely be touched upon in the AA-WG, especially in relation to the NCC's interactions with law enforcement. Not the EC's declaration, but this has been a theme for some time now and I know the NCC are looking at a number of related areas. Brian.
