You are (also) correct. That is the other way to look at it and it is
the mechanism I would prefer to use too. However the NTIA contract
exists and ICANN is bound to both the NRO MoU and this contract.

Coming back because of the "also" which still mean you believe there is another existing process by which the RIR (NRO) could charge IANA to comply aside going through the process already indicated in the NRO/ICANN MOU

This is a huge pile of bits. The Internet Numbers part is really almost
lost in it.

Good you know this is just a contract and does not specify the details of how NRO resolve IANA's "possible" non-compliance with global policies...those are clearly indicated in the signed MOU.
