Nevertheless, I would suggest that ENISA, as an agency of the EU, ultimately funded by EU tax-payers, take care not to use esoteric jargon such as "OTT communication and collaboration services" without presenting a definition of such terminology in transparent, simple language, accessible not only to insiders, but to educated citizens. In my opinion, it is insufficient and unsatisfactory to describe services only in terms of the functions they support, as in the text, "OTT electronic communications services facilitate real-time interpersonal communication between two or more people via voice, video or messaging – including the sharing of media such as photos or videos. Collaboration services facilitate interpersonal and interactive communication in business/organisational settings with functionalities such as video conferencing, direct file sharing and group collaboration tools."
