It is not about 'alienating', it is about same policy should apply to everyone. If some people start feeling 'alienated' and 'offended' when treated like everyone else, well, it is 'their' problems (yes, it is the moment 'we' and 'them' start to emerge). Otherwise we step on a slippery path.

I also forgot to mention that increased dialogue and collaboration with LEAs is happening across Europe (Europol is one example). Again, though, that may be a different issue in scope than the issue that was initially raised.
