The RIPE NCC effectively already provides this referral service with RIPE GRS. It solves this problem 100% for all RIR administered address space. Why do we need the NRO to start discussions with IANA on how to fix a problem that already has a fully implemented and working solution?
The NCC is not the root of the address distribution tree. IANA is.
So pointing people from all over the world to the RIPE NCC "because IANA can't get their part right" is conceptually the wrong approach.
In practice, it might provide a fast and convenient approach today, but why can't IANA just do that? Mirror the RIR stats files, point people asking *at the root of the tree* to the right branch.
