I presume it is a leftover from the days when AfriNIC was in its infancy,
not yet established as a separate entity and accredited as an RIR by ICANN
(according to the advice of the ASO).

During this setup phase AFRINIC was operatin under the umbrella of the RIPE NCC,
managing a separate block of address space already.
