A lot of this discussion is about interpreting one defined purpose trying to make everything fit in order to 'get around' a legal review. That legal review is based on the RIPE NCC legal team doing what they are paid for...to protect the RIPE NCC from legal action. If the purpose was so clear we would not be doing this dance. If it's not that clear a legal council making a challenge against the NCC has room to manoeuvre. It makes sense to have a clearly defined purpose. Then there is no argument.
