[db-wg] Creation of new out of region ROUTE(6) objects

Working Group Members, Following the last call for comments about creating out of region ROUTE(6) objects in the RIPE Database: https://www.ripe.net/ripe/mail/archives/db-wg/2018-January/005807.html There were a few comments to discontinue this service. There were no comments supporting the continuation of this service. The DB-WG co-chairs therefore draw a consensus on discontinuing this service. William & Denis DB-WG co-chairs
