That is correct. An abuse point-of-contact (POC) in the ARIN registration system is optional. It may be associated to resources, both network and AS number registrations, through the Organization that holds the resource, as in the example above. It may also be associated to resources directly. See, e.g., $ whois -h whois.arin.net NET-130-23-0-0-1 OrgName: Hewlett-Packard Company [...] NetRange: 130.23.0.0 - 130.23.255.255 [...] AbuseHandle: NAR-ARIN AbuseName: Network Abuse Response AbusePhone: +1-408-773-6727 AbuseEmail: abuse@hp.com There have been some policy proposals to make it mandatory, but AFAIK, those have not become full fledged policies.
