I see your point. We have many examples over the years of changes that have been made and some people haven't responded to those changes years later. From the Early Registration Transfer (ERX) project we did 20 years ago there are still INETNUM objects with the combined data from ARIN and RIPE and a comment asking resource holders to update the object.
We have three options here.
I am confident that there are more than those three options. We could reach out to people at the various organisations that we know use the country data. These include economists, telecoms regulators, and the companies that provide GeoIP services. There could be others and it is possible that the people who use the country data know them and could encourage them to share their needs. At the other end of the process, the RIPE NCC could engage staff or third-party professional services companies to directly contact each registrant and walk them through making updates.
