My current understanding is that AFRINIC does not refuse to create a ROUTE simply because you do not own the foreign ASN. They may do some additional checks, but if everything is in order they will permit the ROUTE creation. So this is not a show stopper.

As a side note, if you have concerns about AFRINIC you are better to raise these points on an AFRINIC mailing list. It may be of interest to the RIPE community how other regions work, but you will never change AFRINIC policies or procedures by complaining about them on a RIPE mailing list.

Current situation:

AFRINIC accepts foreign ASN with manual verification of the ownership of the ASN holder as stated by their hostmaster in the mailing list. If you don't own the ASN, they will not create the route object. Despite this, the process is long and unpractical in daily operation.
