[db-wg] created, last-modified mandatory?

It wasn't clear to me from the provided documentation here: https://labs.ripe.net/Members/tim/deprecating-the-changed-attribute-in-the-r... if or when the 'created' and 'last-modified' attributes would be mandatory? Thanks! DZ
