Hi, I have some problem to make new registration at RIPE NCC DB from some allocated range because in the DB there is not its related inetnum object (for i.e 151.39.0.0/16). I know that this object is created by the RIPE at the first assignment, but I will already use this range because it was allocated to us by the ARIN in the past and we had made some assignment for our dial-up users without problem with the old Ripe-181 format. Now when we try to make a new registration we receive the following

In v3 of the RIPE Database in order to create an inetnum object one needs to pass hierarchical authorisation, defined in an inetnum object that protects the IP space. In your case this is an "encompassing" 0.0.0.0 - 255.255.255.255 inetnum object, and the space below is protected by RIPE-NCC-HM-MNT by "mnt-lower:" attribute. Registration information of this "legacy" address space (registrations of address space belonging to European ISPs kept in the ARIN database) is planned to be transferred to the RIPE Database. This will solve the problem you mentioned. If you need this registration urgently, you may contact RIPE NCC Registration Department (lir-help@ripe.net) so they will help you.
