They don't, and they have not ever. Some people have made statements in the past suggesting that this is a strength, since there can be no question that ICANN is buying support from TCRs by covering expenses. Others have suggested that this is nonsense, and that TCRs' instructions from ICANN are clearly to criticise the observed processes, a job which they do very well regardless of who is paying for the hotel and air travel costs.
