As far as I know, at that time there wasn't a publication to refer to at the time that the procedure was published. There are now two: an ID from Sam Weiler and an articl in a Journal from Paul Vixie. It describes similar methods which different details.
Hi Jaap. Any chance you could dig out the URLs and post them to the list?
In the ietf namedrop archive is an announcement (http://ops.ietf.org/lists/namedroppers/namedroppers.2005/msg00807.html) which leads to Pauls paper: http://ietcom.oxfordjournals.org/cgi/content/abstract/E88-B/4/1326 and mentions the early version of Weiler's paper (S. Weiler, "Deploying DNSSEC Without a Signed Root", Technical report 1999-19, Information Networking Institute, Carnegie Mellon University, April 2004.). The draft is of course at the usual place: ftp://ftp.rfc-editor.org/in-notes/internet-drafts/draft-andrews-dlv-dns-rr-00.txt. jaap

The above i-d only describes the DLV resource record. A more detailed draft specification describing what to do with the RRs was posted to the dnssec-deployment list in May and can be found here: http://www.watson.org/~weiler/dlv/draft-weiler-dnssec-dlv-pre00.txt -- Sam
