This message is sent on behalf of the Number Resource Organization (NRO) ICANN and Regional Internet Registries Sign SLA for the IANA Numbering Services Helsinki, Finland – 29 June 2016. The RIRs and ICANN signed the Service Level Agreement (SLA) for the IANA Numbering Services today at ICANN 56 in Helsinki, Finland. This agreement documents the arrangements for provision by ICANN of IANA numbering services, after the IANA stewardship transition which is expected to occur on 30 September 2016. The SLA will only come into effect with the transition, and will have no effect whatsoever before that time. This event is a significant milestone in the long process of transition planning which started in March 2014 with US Government announcement. The process involved huge efforts by the Internet number community collectively, and by teams formed specifically to carry out the work. In particular the NRO Executive Council expresses its sincere thanks for the contribution by CRISP members during the last year and a half in the IANA Stewardship Transition Process. The CRISP Team worked tirelessly to integrate and consolidate the views from the five different regional communities into a single proposal. As the work of the CRISP team is now finally complete, we hereby announce that the team is formally dissolved. Finally the NRO EC also wishes acknowledge the support of the ICANN Board and staff who worked hard with us to finalise the SLA and ensure it was completed on time. Members had always been able to open additional LIR accounts until the RIPE NCC Executive Board suspended this ability in November 2015. The resolution approved by members at the GM reinstates the ability to open additional accounts. Now the RIPE NCC is working on improved procedures to accept new applications for additional LIR accounts and will inform the membership when these are in place. REGISTRATION SERVICES At the RIPE 72 Meeting, Andrea Cima presented Feedback from RIPE NCC Registration Services, and it was one of the highest-rated presentations at the meeting. In this presentation, Andrea lets you know what feedback we have received from members about the policies that have been implemented by the RIPE NCC. The latest addition helps users choose a compatible status when creating inet(6)num objects: https://twitter.com/alexander_band/status/738644198493020161 LIR PORTAL RIPE Database objects that have a joint responsibility, such as allocations for IP resources and the organisation object, can now be updated using any update method you like, e.g. webupdates, syncupdates or email updates. The LIR Portal Object Editors are no longer needed and have been deprecated. [news] NTIA Issues IANA Stewardship Transition Proposal Report

Dear colleagues, The transition of stewardship of the IANA functions to the global multistakeholder community has reached a significant milestone. On 9 June 2016, the National Telecommunications and Information Administration (NTIA) issued its assessment report on the IANA Stewardship Transition Proposal. The proposal was submitted to the NTIA in March 2016 following the ICANN 55 Meeting. From its first announcement, the NTIA has set down a number of requirements that any proposal for transition would need to meet. The proposal must: 1. Support and enhance the multistakeholder model; 2. Maintain the security, stability and resiliency of the Internet DNS; 3. Meet the needs and expectations of the global customers and partners of the IANA services; and 4. Maintain the openness of the Internet. The NTIA further stipulated that it "would not accept a proposal that replaces its role with a government-led or intergovernmental organization solution." After thorough review the NTIA reports that it finds that "the IANA Stewardship Transition Proposal meets the criteria necessary to complete the long-promised privatization of the IANA functions." The NTIA also looked at the recommendations developed by the Cross Community Working Group on Enhancing ICANN Accountability, and found that "the accountability recommendations are consistent with sound principles of good governance that reflect the unique and important mission of ICANN within the Internet ecosystem.” The NTIA is now engaging with members of the United States Congress, and has asked ICANN to provide an implementation planning status report to gauge whether this work is likely to be completed prior to the expiration of the IANA functions contract on 30 September 2016. Dear colleagues, The ability to open additional LIR accounts was confirmed at the RIPE NCC General Meeting on 27 May 2016 when members voted to approve the following resolution: "The General Meeting approves the ability of RIPE NCC members to create additional LIR accounts." The RIPE NCC is now working on creating the processes to implement this resolution. We expect that the processes will be put in place in the coming weeks and we can begin to process applications for additional LIR accounts. [news] RIPE Database: Organisation Names in "descr:" cleaned up and no longer enforced

Dear colleague, Following consensus on the Database Working Group mailing list, the RIPE NCC is no longer enforcing that the first “descr:” attribute on inetnum, inet6num and aut-num objects reflects your organisation name for allocations and assignments created by the RIPE NCC. We have removed the first “descr:” attribute line from all these objects, leaving any multiple “descr:” attribute lines how they are. We sent notifications about this for all objects that had a “notify:” email address configured. No action is required from you. All holders of resource objects allocated or assigned by the RIPE NCC can now update the “descr:” attribute themselves. You can use any text on the “descr:” attribute, or leave it out all together. A reference to the holding organisation still exists on the “org:” attribute that the RIPE NCC maintains for these resources. A draft 5.2 is now publicly available, and is considered a “signature draft”.
