The following is a summary of the main items from the meeting. Further details are available in the minutes. ----------------------- Resolutions Adopted ----------------------- The following resolutions were adopted: - The Board decided on a low-level risk appetite for 2021, accepting the existing high-risk items and mitigation plans as presented in the Integrated Risk Management report. - The proposed document "RIPE NCC Executive Board Remuneration and Reimbursement Policy" was approved for publication as a RIPE Document. The document can be viewed at: https://www.ripe.net/publications/docs/ripe-753/ - Minutes of the 140th and 141st Board meetings were approved. - The Draft RIPE NCC Charging Scheme 2022 was approved for submission to the General Meeting (GM) May 2021 (to be voted upon). - The publication of the draft agenda for the GM was approved. - The RIPE NCC Annual Report 2020 was approved for publication. - The RIPE NCC Financial Report 2020 was approved for submission to the GM (to be voted upon). - Amendments to the procedural documents “Transfer of Internet Number Resources and Change of a Member’s Official Legal Name” and "Independent Internet Number Resources - Contractual Relationship Changes Between Sponsoring LIR and End Users” were approved. - The RIPE NCC Executive Board resolved to stop moderating individual subscribers that were put in moderation for emails they sent in the past, and from now on individual subscribers will be placed under moderation for one year if they violate the Code of Conduct. ----------------------- Key Discussions ----------------------- The main points of discussion were: - The Draft RIPE NCC Charging Scheme 2022 was discussed in light of the forecast drop in membership numbers. A lower sign-up fee of €1,000 has been proposed. - The RIPE NCC management reported on various internal projects including staff and HR reports; the quarterly risk management report; the RIPE NCC’s financial status; the areas of concern regarding sanctions and recent regulatory developments in the RIPE NCC service region. - The purchase of fifth generation RIPE Atlas hardware probes was discussed. - The RPKI Resilience report was presented, including the completed audit on RFC compliance and security. - The RIPE Chair team spoke about developments in RIPE, chiefly the new draft Code of Conduct (CoC), the Policy Development Process (PDP) and Appeals Process, efforts to strengthen the visibility of the RIPE community and initiatives to address the well-being of the RIPE community. [news] RIPE NCC Sanctions Update

Dear members, I want to update you on the latest developments regarding sanctions, after my earlier messages from April[1] and June[2] last year. Overall, this is positive news - though it is not what we hoped for and it means there is still work to be done. EXEMPTION REQUEST AND STATUS OF SANCTIONED RIPE NCC MEMBERS In late December 2020, the Dutch Ministry of Foreign Affairs (MFA) responded to the RIPE NCC's request for an exemption from EU sanctions regulations. In its response, the MFA confirmed its understanding that IP resources are considered economic resources, as defined in the EU sanctions regulation, and must be frozen for sanctioned entities. The MFA further stated that according to the EU sanctions regulation, there was no legal basis to exempt IP resources from sanctions. However, the MFA also said it believed the RIPE NCC had taken adequate steps to ensure compliance with sanctions. It said there was no need to deregister the IP resources being used by the three affected members, which it understood are being used by their customers. The MFA's primary concern is in terms of preventing the IP resources of sanctioned entities from being transferred, as well as preventing the allocation of additional resources. A restriction on transfer and resource requests must therefore remain in place. 2021 INVOICES FOR IRANIAN AND SYRIAN MEMBERS In my earlier mails, I noted that the RIPE NCC's bank had temporarily revoked its ability to receive direct bank transfers from members in Iran and Syria. This restriction has remained in place since then, and is relevant now that the 2021 billing cycle has started. Discussions on this issue between the RIPE NCC and its bank, which had been on hold pending a response from the MFA, have started again. The timing is not ideal here, as Q1 is when the RIPE NCC issues its 2021 invoices. To avoid further complicating these discussions, the RIPE NCC has postponed invoicing its members in Syria and Iran until it can reach an agreement with its bank. The RIPE NCC has emailed members in these countries to explain the delay with their invoices and confirm that this will not affect their ability to access its services as usual. THE BOARD'S POSITION While this clarification from the MFA addresses risks in terms of the RIPE NCC's sanctions compliance and should help to resolve the banking issue - it also leaves the affected RIPE NCC members in a stable but disadvantaged state. As we have stated previously, the position of the RIPE NCC Executive Board is that Internet number resources should not be affected by political disputes[3]. The COVID-19 pandemic has shown the critical role the Internet can play in our societies - in many cases it has provided the foundation that supports coordination efforts, keeps our economies operating, and helps us to maintain social contact with others. The board has therefore instructed the RIPE NCC to continue its work to find some form of lasting and comprehensive exemption from sanctions. We believe it is crucial that all RIPE NCC members can be sure that their ability to access Internet number resources will not be interrupted. There will be an election for two vacant seats at the RIPE NCC General Meeting (GM) on 19-21 May 2021, each of which is for a three-year term. [GM] New Code of Conduct and Procedures for Executive Board Elections

Dear RIPE NCC members, Last year we formed a task force to review the procedures around the Executive Board elections. The Executive Board Election Task Force submitted its recommendations, which were endorsed by the Board. These recommendations resulted in changes to the RIPE NCC Articles of Association and to the RIPE NCC’s General Meeting (GM) organisation processes. The most important changes are as follows: - A Code of Conduct (CoC) now applies to the Executive Board election candidates from the moment that they become candidates until the GM minutes are finalised. - A designated Code of Conduct Team has been put in place to evaluate reported violations of the CoC. - All nominees for the Executive Board elections must submit a certified copy of an official identification document. - Nominees must submit a signed statement declaring their adherence to the CoC and that they never committed fraud or other financial misconduct in any jurisdiction. - A candidate can be disqualified for violating the CoC or if it is proved that they have committed fraud or other financial misconduct. - A mailing list and RIPE NCC Open House virtual event will allow members to interact with candidates for the Board. One of the key changes is the introduction of the CoC for all Executive Board election candidates, and a CoC Team to whom violations of the CoC can be reported. Since we are introducing several new procedures at once, the Executive Board felt that the smoothest way to manage this process would be to ask for volunteers from among the members of the Executive Board Election Task Force. They have already spent time discussing the CoC in depth and its applicability to EB candidates. I am pleased to announce that the Executive Board resolves to appoint the following CoC Team for the General Meeting in May 2021:: - Erik Bais (Netherlands) - Randy Bush (Estonia) - Toma Gavrichenkov (Russia) - Sergey Myasoedov (Czech Republic) - Arnold Nipper (Germany) - Cynthia Revström (Sweden) - Jan Žorž (Slovenia) The Code of Conduct can be viewed at: https://www.ripe.net/participate/meetings/gm/meetings/may-2021/eb-elections… Reports made to the CoC team will be treated with confidentiality. Dear colleagues, We recently announced that RIPE NCC Access, our single sign-on (SSO) service, had been targeted by a "credential-stuffing" attack. Our investigation has since identified five SSO accounts that we believe were breached. Only one of these accounts is associated with an LIR, but this is inactive and does not hold any IP resources. We have locked all five SSO accounts and notified the account holders. Many of you also suggested potential security improvements. These will be included in a detailed review of RIPE NCC Access. Finally, please help us to keep your accounts secure by enabling two-step verification for your RIPE NCC Access account.
