Dear all, We are currently running a consultation survey on the Draft RIPE NCC Strategy 2027-2031, and we are asking members to take a few minutes to complete it. The survey will remain open until the end of October. [news] Recent changes to the LIR Account Agreement

Dear all, At its 188th RIPE NCC meeting on 4-5 September 2025, the RIPE NCC Executive Board approved amendments to the LIR Account Agreement. These changes are made in response to the EU regulation Digital Operational Resilience Act (DORA) which came into effect in January 2025. While the requirements apply to financial institutions, the RIPE NCC aims to facilitate the implementation of this regulation for those entities that are RIPE NCC members to a reasonable extent. The changes include: - Adding a definition of the LIR Portal and clarified what an LIR contact is (article 1) - Aligning the wording with the relevant clause in the Standard Service Agreement (article 2.2) - Clarifying that Members shall be liable for the actions of their LIR contacts (article 3) - Adding an article which details how we manage planned maintenance, how incidents can be reported. This strategy will guide our work for the coming years, so getting your input at this stage of the process is very important. Our Managing Director, Hans Petter Holen, will present the draft strategy and then we will discuss it with our members and community. Dear RIPE NCC members, Deadlines are approaching for the General Meeting in October. If you would like to submit a proxy vote or an agenda proposal, please do so by Wednesday, 8 October 2025. You can find all the details you need at: https://www.ripe.net/s/gm/oct-2025/ Later this week, we will also send a personalised reminder to members who have not yet registered. If you haven’t registered, please look out for this and take a moment to do so. We strongly encourage all members to make use of their voting rights and the GM arena to ask questions and discuss key topics. Your participation helps ensure the outcomes of the GM reflect the views of the entire membership. The GM is also a chance to connect with other members, whether in person in Bucharest or by joining online. Participants can use Meetecho for Q&A and chat, follow the livestream and cast their vote using the online voting platform. Dear RIPE NCC members, The RIPE NCC Executive Board held its 188th meeting in Amsterdam. The minutes from this meeting are now available at: https://www.ripe.net/about-us/executive-board/minutes/2025/188th-executive-… The Executive Board publishes the minutes of its meetings so that the workings of the Board and the decisions it makes are transparent to the membership it represents. There was a full agenda spread over two days. Here is a summary of the main item from the meeting with further details available in the minutes: --------------------- Main items --------------------- - I presented my latest update to the Board, which included progress on the Objectives and Key Results 2025. - Hisham Ibrahim, Chief Community Officer, provided insights on the political climate currently faced by the RIPE NCC. - Chief Legal Officer, Athina Fragkouli, presented an overview of the regulatory requirements the RIPE NCC navigates, explained our obligations under the EU regulation ‘DORA’ and updated the Board on the progress being made with ICP-2. - Eleonora Petridou, Chief Information Security Officer, presented the risk landscape facing the RIPE NCC, including current trends and strategic recommendations. - The Board heard from the Executive Team on their plans and budgets for the Draft Activity Plan and Budget 2026. - Gabor de Wit, Chief Registry Officer, presented on Business Continuity Plans and plans for escrow of Registry data. - Gabor and Felipe Victolla Silveira, Chief Technology Officer, jointly presented on Registry efficiency and accuracy plans. - The Draft Activity Plan and Budget 2026 was approved for publication. - Chief Financial Officer, Simon-Jan Haytink, provided the finance status for July 2025, proposed engaging a new treasury investment partner, and discussed potential options for new charging scheme 2027 models. - The Board received an overview of the situation with members in ultra-high-risk countries. - Mirjam Kühne, RIPE Chair, gave an update on the transition to the new RIPE Chair Team. - The Board heard from the Governance Academy on the RIPE NCC’s governance structure and the recommendation to change to a two-tier Board structure. - Carolien Vos, Chief Human Resources Officer, presented on the decision to stay and the future of the RIPE NCC office. - Fergal Cunningham, Head of Membership Engagement, gave an overview of upcoming communications. Fergal also proposed amending the moderation process for the members-discuss mailing list. - The draft agenda for the upcoming General Meeting was presented. - I gave an update on the root server governance process, our role in it and highlighted the current ICANN consultation process on the Root Server System Governance Structure. ------------------------------- Resolutions adopted ------------------------------- Resolution EB#188-R-01 The RIPE NCC Executive Board approves the minutes of EB#186 and EB#187. Resolution EB#188-R-02 The RIPE NCC Executive Board, following the adoption of Resolution EB#187-R-01, approves the selection of ABN AMRO as the investment partner that will manage the investment portfolio of the RIPE NCC. Resolution EB#188-R-03 The RIPE NCC Executive Board approves the publication of the Draft RIPE NCC Activity Plan and Budget 2026. Resolution EB#188-R-04 The RIPE NCC Executive Board directs the Managing Director to investigate the use of escrow services for registration data managed by the RIPE NCC. Resolution EB#188-R-05 The RIPE NCC Executive Board approves the publication of the draft agenda for the RIPE NCC General Meeting in October 2025. Resolution EB#188-R-06 The RIPE NCC Executive Board approves the proposed amendments to the following documents: “RIPE NCC LIR Account Agreement”, “RIPE Database Terms and Conditions”, “RIPE NCC Certification Service Terms and Conditions”, “RIPE NCC Certification Repository Terms and Conditions” and “RIPE NCC Publish in Parent and Repository Terms and Conditions”, taking into account editorial changes. [news] Draft Activity Plan and Budget 2026 Published

Dear members, The Draft RIPE NCC Activity Plan and Budget 2026 is now available for your review at: https://www.ripe.net/membership/gm/meetings/october-2025/supporting-documen… This document concludes our 2022-2026 strategic cycle and lays the groundwork for the 2027-2031 strategy. Our goal is to present a break-even budget, while incorporating adjustments for inflation and allowing for staff performance increases. Key points in this year's Activity Plan and Budget: - EUR 41.1M income/expense budget for 2026 - We expect to start 2026 with 20,000 LIR accounts (same as 2025) - As per the Charging Scheme approved at the May 2025 GM, the membership fee will remain at EUR 1,800 - RIPE NCC expense per LIR is expected to be EUR 2,056 (3% increase compared to 2025 Budget) Here is an overview of the main changes by division: - Registry: 1% increase, we will use more efficient processes and increased automation to handle the heavy workload without greater expenditure - Information Services: 6% increase, this includes added staff (+0.7 FTE), LIR Portal modernisation, implementation of security measures and work on IT infrastructure to mitigate threats - External Engagement and Community: budget-neutral, decrease of operational budget allowing for more FTEs without extra costs - Organisational Sustainability: 5% increase, this includes office-related costs, work to make RIPE NCC Middle East FZ-LLC operational and staff costs related to a new Project Management Office Please read the document and share any feedback on members-discuss(a)ripe.net. Dear RIPE NCC members, The draft agenda for the RIPE NCC General Meeting (GM) October 2025 is now available at: https://www.ripe.net/membership/gm/meetings/october-2025/agenda/ At this GM, there will be a discussion on the RIPE NCC Draft Activity Plan and Budget 2026, and a vote on whether or not to distribute the RIPE NCC 2025 surplus/deficit in 2026. The Draft Activity Plan and Budget and Draft RIPE NCC Strategy 2027-2031 will be supporting documents at the GM. We also provide a system that allows members to propose agenda topics and associated resolutions for the upcoming GM, in accordance with the Articles of Association.
