Dear colleagues, The RIPE NCC General Meeting October 2019 took place over 16-18 October at the Postillion Convention Centre WTC Rotterdam. A total of 1,749 members cast their votes on 2 resolutions. [news] Axel Pawlik Stepping Down as RIPE NCC Managing Director

Dear colleagues, Today, at the RIPE 79 Meeting in Rotterdam, Axel Pawlik announced that he would step down as Managing Director of the RIPE NCC. Axel's announcement comes 20 years to the day since he joined the organisation. The Executive Board would like to extend its sincere gratitude to Axel for his outstanding service to the RIPE NCC membership and the RIPE community over the past two decades. The RIPE NCC had 1,600 members in 1999 when Axel joined, and during his tenure the organisation has grown to well over 20,000 members. This massive increase corresponds with the growth of the Internet into a tool that is essential to billions of people around the world. Axel's assured leadership meant that the RIPE NCC was more than able to meet the challenges involved in that growth. As the Internet grew, new actors became involved in the Internet ecosystem, and Axel embraced the role of representing the technical community to governments and intergovernmental organisations, making the voice of our community heard at the highest levels. He worked closely with RIPE Chairs Rob Blokzijl and Hans Petter Holen to develop the RIPE community as it not only grew but also incorporated new participants, developed new topics for discussion, and dealt with no small amount of contentious issues that needed to be addressed professionally and effectively. Axel was also integral to efforts to grow technical communities throughout our service region, and he was instrumental in the establishment of the ENOG, MENOG and SEE communities. He is personally proud of the RIPE NCC's efforts to accommodate the voices of everyone who is interested in the development of the Internet. Axel's very first Managing Director's Report in 2000 concluded with "... we look forward to continue working on the solid foundation of the RIPE NCC principles of neutrality, impartiality and openness to serve the Internet community and especially the RIPE NCC membership." Axel continued to make this the core sentiment of the RIPE NCC for 20 years. For this, and for so much more, we thank Axel and we look forward to his continued involvement in our community. The Executive Board will quickly start the process of recruiting a new Managing Director. In the meantime, the Board has appointed a new Management Team of Gwen van Berne (CFO), Kaveh Ranjbar (CIO) and Felipe Victolla Silveira (COO), who will lead the RIPE NCC and ensure there is continuity of service and operations during the interim period. Dear colleagues, We will soon begin migrating our ERP system to an online environment. This work will start at 16:00 (UTC+2) on Friday 18 October and last until 16:00 (UTC+2) on Saturday 19 October. The LIR Portal and other services within the LIR Portal will be unavailable during this period. This will include LIR account updates, new LIR applications, processing of payments, and ROA creation. We chose this window to minimise disruption between the RIPE Meeting and the expected IPv4 run-out in November. [GM] Voting on the RIPE NCC 2019 Financial Surplus

Dear members, For the upcoming RIPE NCC General Meeting (GM), the Executive Board is proposing three options for the RIPE NCC 2019 financial surplus. The Board feels strongly that this is an appropriate moment to strengthen the RIPE NCC's capital position to make sure that it can continue its work with a solid financial basis in the coming years. Therefore, the Board suggests that the membership vote for the option to add 50% of the financial surplus to the RIPE NCC Clearing House reserves and redistribute 50% to the membership in 2020. This option is a good compromise between adding more capital for improved stability and a predictable redistribution process where we return the financial surplus to our members. Although there are three possible outcomes (the two usual choices and the 50% choice), there are two voting options. This avoids the possibility of all options being rejected and no decision being made on the surplus. Option A (to add 100% to the reserves) is approved if it receives over 50% of Yes votes. Votes for Option B (to add 50% to the reserves) are only considered if Option A does not pass. If both options receive less than 50% of Yes votes, then the entire surplus will be redistributed to the membership in 2020. [news] Results of the RIPE NCC Survey 2019 Now Available

Dear colleagues, The Survey Matters report on the results of the RIPE NCC Survey 2019 is now published. The full report is available at: https://www.ripe.net/survey2019 The results of the survey give us an excellent overview of what our community thinks about important issues, and they will help us to improve our services and shape our strategy for the years ahead. This survey was launched at the RIPE 78 Meeting and conducted by Survey Matters to ensure independent analysis and anonymity for respondents. 4,161 people from 91 countries completed the survey, the most we've ever received for any of our large-scale surveys. The survey was open to RIPE NCC members as well as other interested parties from our service region and beyond. I would like to thank all who participated for their feedback in what is a very important project for the RIPE NCC. Survey Matters will present on the results at the upcoming RIPE 79 Meeting in Rotterdam, and we will publish a list of key findings that we will work on to address the issues that were raised in the survey. [news] Update: Approaching IPv4 Run-out

Dear colleagues, We would like to give you an update on IPv4 run-out. Today we allocated the last of our contiguous /22 IPv4 address blocks. We still have approximately one million addresses available, in the form of /23s and /24s, and we will continue making /22-equivalent allocations made up of these smaller blocks. Once we can no longer allocate the equivalent of a /22, we will announce that we have reached run-out. We expect this to occur in November 2019. Following our last update in August, we received a very high number of new LIR applications. We have now reached a point where the number of LIRs waiting to be activated is larger than the number of /22-equivalents remaining. This means that some of these LIRs will only be eligible to request a /24 via the waiting list by the time they are activated. We alerted these applicants to this possibility during the application process. Due to the number of new LIR applications still to be processed, we estimate that it could be around eight weeks before we get to an application that is submitted today. To ensure fairness, we are processing all LIR applications (and IPv4 requests) in the order they were received. It is important to note that the delay is only with LIR applications - not IPv4 requests. Existing members can still request their final /22 allocations, provided we still have addresses available.
