[news] Euro-IX Memorandum of Understanding and RIPE NCC Engagement

Dear colleagues, The RIPE NCC and the European Internet Exchange Association (Euro-IX) signed a Memorandum of Understanding (MoU) at the Euro-IX Forum in Krakow, Poland on 7 November. The MoU documents the existing relationship between the RIPE NCC and Euro-IX, and focuses specifically on the promotion of IPv6 and IXPs, the importance of security, and a common approach to Internet governance: https://www.ripe.net/publications/news/about-ripe-ncc-and-ripe/ripe-ncc-and… This MoU is the latest formalised agreement for greater cooperation between the RIPE NCC and one of the many external organisations we work with, and we wanted to give you some background on why we believe these types of agreements are valuable to the RIPE NCC membership and the greater RIPE community. We also want to be completely transparent about the agreements we’re entering into, which is why we’ve created a new page on the RIPE NCC website where you can get all of the details for yourselves: https://www.ripe.net/about-us/what-we-do/engagement-external-organisations Beyond the RIPE NCC membership, there is a diverse range of organisations we work with in various ways, including governments, regulators, technical bodies, industry groups, law enforcement agencies, academic institutions and others. By engaging with these organisations, we can offer decision makers technical expertise that will ultimately benefit the Internet community, gain support for open, bottom-up policy-making, and strengthen the legitimacy, authority and accountability of the RIPE NCC, the RIPE community and the global registry system. In fact, this kind of engagement is included as one of the four main focus areas in the Draft RIPE NCC Activity Plan & Budget 2017, and was the subject of a presentation by RIPE NCC Executive Board member Maria Häll at RIPE 73. Dear colleagues, We are pleased to announce that Filiz Yilmaz was re-elected to the Number Resource Organization Number Council (NRO NC) at a Plenary session of the RIPE 73 Meeting in Madrid on 28 October 2016. On the completion of her current term on 31 December 2016, Filiz will go on to serve another three-year term from 1 January 2017 to 31 December 2019. [GM] RIPE NCC General Meeting October 2016

Dear colleagues, The RIPE NCC General Meeting (GM) was held from 26-28 October 2016 adjacent to the RIPE 73 Meeting in Madrid. There were 147 attendees, including RIPE NCC staff and observers from the other Regional Internet Registries (RIRs). The webcast from the meeting is archived at: https://www.ripe.net/participate/meetings/gm/meetings/october-2016/webstream There were three resolutions to be voted on at the General Meeting. The results of the voting on the resolutions are as follows: Resolution 1 - The General Meeting adopts the amendments to the RIPE NCC Charging Scheme 2016 and RIPE NCC Charging Scheme 2017. The amendments will take effect from the closing of this General Meeting onward and will have no retrospective effect. Yes - 572 No - 135 Abstain - 28 The resolution passed. Resolution 2 - The General Meeting approves the redistribution of the excess contribution paid in 2016 by redistributing the RIPE NCC 2016 surplus to the membership in 2017. Yes - 693 No - 25 Abstain - 14 The resolution passed. Resolution 3 - The General Meeting adopts the amendments to the RIPE NCC Conflict Arbitration Procedure. Dear colleagues, The RIPE NCC General Meeting (GM) takes place on Wednesday, 26 October 2016. All members are asked to participate by registering their votes and attendance options through the LIR Portal: https://www.ripe.net/s/gm-registration-oct-2016 The registration process takes less than a minute to complete, and we ask that you exercise your participation and voting rights in this important meeting for the RIPE NCC and the membership. Members voting remotely should register to do so before the deadline of 16:00 UTC+2 on 26 October. Your input in the discussions can help shape the direction of the RIPE NCC in the coming year. The GM will vote on a resolution regarding proposed changes to the RIPE NCC's charging scheme regarding Legacy Internet Resource Holders. There will be a discussion on the RIPE NCC's general charging scheme model, following the RIPE NCC Executive Board's request for input from the membership. The GM will vote on what will happen to the RIPE NCC's 2016 budget surplus - it will be either returned to the RIPE NCC reserves or redistributed to the members as a rebate in 2017. The GM will also vote on whether or not to approve the updated RIPE NCC Conflict Arbitration Procedure. This is the first update since June, as there were no significant PDP developments in recent months. The proposal also introduces a 24-month holding period for IPv4 addresses and 16-bit ASNs after any change of holdership. RIPE NCC IMPACT ANALYSIS: Describes how the 24-month holding period for scarce resources will be applied. PROPOSAL: 2016-01, "Include Legacy Internet Resource Holders in the Abuse-c Policy" OVERVIEW: Aimed for a mandatory abuse contact for Legacy Internet Resource Holders in the RIPE Database. STATUS: Withdrawn. The proposers decided to withdraw the proposal due to the inability to find an acceptable agreement which satisfied all parties. FULL PROPOSAL: https://www.ripe.net/participate/policies/proposals/2016-01 PROPOSAL: 2016-02, "Resource Authentication Key ( RAK ) code for third party authentication" OVERVIEW: Aims to allow all number resources, in exacts and more specifics, to be authenticated via an API-key that expires on a certain date. STATUS: Withdrawn. The proposer didn't see enough community support, especially from the external database holders who would have needed to perform their own development work. This represents the final step in the community-led IANA stewardship transition process that began in 2014. [news] Results of the RIPE NCC Survey 2016 Now Available

Dear colleagues, The Oxford Internet Institute (OII) report on the results of the RIPE NCC Survey 2016 is now published. The full report as well as the raw data containing all statistics and responses to open questions are available at: https://www.ripe.net/survey2016 The results of the survey will help us to improve our services and shape our strategy for the years ahead. This survey was launched at the RIPE 72 Meeting and conducted by the OII to ensure independent analysis and anonymity for respondents. 4,344 people responded to the survey from over 100 countries. This means the 2016 survey received by far the biggest number of responses to any RIPE NCC survey. The survey was open to RIPE NCC members as well as other interested parties from our service region and beyond. I would like to thank all who participated for their feedback in what is a very important project for the RIPE NCC. The OII will present on the results of survey at the upcoming RIPE 73 Meeting in Madrid, and the RIPE NCC will publish a list of key findings that they will work on to address the issues that were raised in the survey.
