[news] RIPE NCC Receives a /14 from IANA's Recovered IPv4 Pool

Dear colleagues, Yesterday, on 2 September 2015, the RIPE NCC and other Regional Internet Registries (RIRs) were each allocated a /14 of IPv4 address space from the Internet Assigned Numbers Authority (IANA). The RIPE NCC received the IPv4 address ranges 45.66.0.0/15, 139.28.0.0/16 and 152.89.0.0/16. We are currently adding this to our available pool. Following the exhaustion of IANA's free pool of IPv4 addresses in 2011, when the RIRs received their final /8s, a global policy caused IANA to create a recovered pool of leftover and returned IPv4 address blocks. This policy was ratified by all five RIR communities in 2012 and stated that IANA would begin making equal, periodic allocations from the recovered pool when the first RIR reached a /9 of remaining addresses. This point was reached by LACNIC, the RIR for Latin America and the Caribbean on 20 May 2014, triggering the global policy and the first post-exhaustion allocation from IANA. The RIPE NCC will continue to distribute these according to the current last /8 policy, under which Local Internet Registries (LIRs) may receive a one-time /22 allocation (1,024 addresses). It is important that network operators continue to deploy IPv6 on their networks to ensure the future growth of the Internet. Working with and on behalf of the Internet Number Community, the CRISP Team built a plan for the IANA numbering functions, and this now forms part of the transition plan developed by the IANA Stewardship Transition Coordination Group for all of the IANA functions. We are now very close to the end of this long and complex process, and the Number Community has devoted many hours to meetings and discussions around the plan. At this stage of the process, to ensure the success of the transition, it is vital that the global Internet community expresses its support for the ICG proposal. Dear colleagues, This is a call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Dmitry Kohmanyuk ends on 31 December 2015. The election to the NRO NC seat will take place during the Plenary at the RIPE 71 Meeting to be held in Bucharest from 16-20 November 2015. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 16 October 2015. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. One of the key elements of the Internet Number Community proposal is to replace the current NTIA IANA agreement with a new contract, a Service Level Agreement (SLA) between the IANA Numbering Services Operator and the five RIRs. A first draft of the SLA was produced on 1 May 2015 and opened for public comments until June 14th 2015. The first draft of the SLA is available at: https://www.nro.net/sla-v1 Discussions about the development of the SLA have occurred in all RIR meetings at: APNIC 39 (2-6 March 2015), ARIN 35 (12-15 April 2015), RIPE 70 (11-15 May 2015), LACNIC 23 (18-22 May 2015) and AFRINIC 22 (3-5 June 2015). It responds to the principles included in the Internet number community proposal and is based on the already existing provisions of the NTIA IANA agreement. The content of this draft is NOT the result of negotiations with ICANN or any other parties. It is written in such a way so that it can be signed as part of the implementation of the IANA transition when this occurs or before, without pre-judging the outcome of the ICG coordinated proposal. The draft includes legally important provisions, such as those that regulate the five RIRs acting together and being responsible collectively before ICANN. It includes background and definitions. This draft SLA also includes explanatory footnotes that reference the source of each article according to the Internet number community proposal principles or the NTIA IANA agreement. Next Steps During this final public comment period, the CRISP team is encouraged to review the draft SLA and its consistency with the principles of the Internet number community proposal. ICANN in particular is encouraged to review the draft in detail, and to submit any and all final comments during this period. All comments received by the deadline will be processed by the legal team of the RIRs and, as appropriate, included in a further and final draft of the SLA which will be presented to ICANN as the proposed final SLA. It is hoped that this document will be agreed by ICANN without further changes.

You can find the proposal here: https://www.icann.org/en/system/files/files/ccwg-draft-2-proposal-work-stre… In a previous public comment period in May 2015, CCWG-Accountability sought feedback on the direction of its proposal and preferences among the alternatives that were proposed. CCWG-Accountability has incorporated this input and is now seeking agreement on whether or not the proposal meets the community’s requirements. The comment period closes on 12 September 2015 at 23:59 UTC. A service level agreement between ICANN and the RIRs would be used to ensure that the IANA functions continue to be performed to the Number Community’s requirements. An independent review panel, made up of representatives from each RIR community, periodically reviews ICANN’s performance in meeting these identified service levels. Key priorities here were ensuring stability, security, reliability, quality of service and community empowerment. The community is very satisfied with ICANN’s performance as IANA Functions Operator and, as ICANN’s role is lightweight and purely administrative, there was no need for the proposal to introduce additional operational complexity.
