Dear colleagues, The RIPE NCC General Meeting (GM) takes place one week from today on 18 November. All members are asked to participate by registering their votes and attendance options through the LIR Portal: https://www.ripe.net/s/gm-registration-nov-2015 The registration process takes less than a minute to complete, and we ask that you exercise your participation and voting rights in this important meeting for the RIPE NCC and the membership. Members voting remotely should register to do so before the deadline on 16:00 UTC+2 on 18 November. This document lays out our plans for 2016 and the cost of those plans, so your input in the discussions can help shape the direction of the RIPE NCC in the coming year. One of the key elements of the Internet Number Community Proposal, described in section III.A.4, is the establishment of a Review Committee to ensure that the service level defined in the proposed SLA for the IANA Numbering Services is maintained by the IANA Numbering Services Operator. Further description of the Review of IANA Numbering Services is provided in Article 8 of the draft SLA. On 23 June 2015, the NRO EC invited all interested parties to review and comment on the draft Internet Number Community Review Committee Charter. Background On 15 January 2015, the Consolidated RIR IANA Stewardship Proposal (CRISP) Team submitted the Internet Number Community Proposal to the request for proposals issued by the IANA Stewardship Coordination Group (ICG). One of the key elements of the Internet Number Community proposal is to replace the current NTIA IANA agreement with a new contract, a Service Level Agreement (SLA), between the IANA Numbering Services Operator and the five RIRs. A first draft of the SLA was published on 1 May 2015 and opened for public comments until 14 June 2015. We invite ICANN and its legal team to provide any such comments by 30 November 2015 at 23:59 UTC in order to stay in line with the current timelines for successful and timely transition of the IANA Numbering Services. It responds to the principles included in the Internet Number Community proposal and is based on the already existing provisions of the NTIA IANA agreement. The content of SLAv3 is the result of consideration of public comments received during the public comment period on the second draft SLA as well as informational meetings with ICANN staff regarding the operational provisions of the SLA. It remains written in such a way that it can be signed as part of the implementation of the IANA transition when this occurs or before, without pre-judging the outcome of the ICG coordinated proposal. The SLA includes legally important provisions, such as those that regulate the five RIRs acting together and being responsible collectively before ICANN. It includes background and definitions. The SLA also includes explanatory footnotes that reference the source of each article according to the Internet Number Community proposal principles or the NTIA IANA agreement. Next Steps The RIRs thank the community for its thoughtful comments and now publish this SLAv3 in the interest of transparency and keeping the community apprised of progress being made on the SLA. We are now in the negotiation phase with ICANN as IANA Numbering Services Operator which we intend to be an open process. During this final period wherein the RIRs invite ICANN to publicly comment and confer with the RIRs on SLAv3, our goal is to arrive at an SLA draft that is mutually acceptable to the RIRs and ICANN, is consistent with the SLA principles found within the Internet Number Community proposal, and is in a form that is ready for signature. After 30 November, 2015, the RIRs intend to publish the final mutually acceptable draft SLA as one of the key elements for implementation of the Internet Numbers Community proposal and transition of the IANA Numbering Services.

Dear colleagues, Today the RIPE NCC is unveiling a fresh new look across its website and printed materials, at the heart of which is a new logo. As the RIPE NCC has evolved over time, it became apparent that our old logo, which had not changed much for 20 years, no longer represented everything that the RIPE NCC is and all that we do. During this time, our visual identity was diluted and became scattered as we developed new services, tools and departments that each had their own look and feel. Finally, the old logo was difficult to work with and use across various printed and online media. For these reasons, we decided it was time to update our look with a new design that is modern, easy to work with, and represents our core values, the community we represent, and the services we offer. The new logo was rolled out across the www.ripe.net website earlier this morning and we invite you to take a look. The three hexagons reflect our function as a registry, the services we offer and our coordination role, with the community at the intersection. Also reflected are our core values of transparency, engagement and inclusiveness. PROPOSAL: 2014-03, “Remove Multihoming Requirement for AS Number Assignments” OVERVIEW: Aims to ease the requirements when requesting an Autonomous System (AS) Number. To this end, the following actions are proposed: - Remove the need for evaluation - Limit the number of AS Numbers per organisation to 1,000 - Require that 16-bit AS Numbers are multihomed after nine months RIPE NCC IMPACT ANALYSIS: Includes the point that it will be the End User that decides if the need for an AS Number is technically reasonable. [GM] Redistribution of RIPE NCC Surplus to Members

Dear colleagues, At the General Meeting (GM) on 18 November 2015, the RIPE NCC membership will vote on whether or not to redistribute the expected financial surplus for 2015 via a rebate to members. This follows the membership’s approval of an updated Standard Service Agreement (SSA) in November 2014 that allows members to decide annually on the allocation of the RIPE NCC surplus or deficit. The November 2015 GM is the first time the members will be asked to vote on this redistribution, so I would like to outline how this process will work. A renewed tax ruling with the Dutch tax authorities meant that the RIPE NCC would have to pay corporate income tax of about 25% on any surplus it made annually from 2015 onwards. However, the authorities agreed that the surplus could be reduced to zero by paying an amount equal to the surplus to members as a rebate if they choose to do so. In 2015, the RIPE NCC surplus is expected to be approximately EUR 4.2 million, The exact figure will not be known until after the annual external audit has taken place. If the General Meeting rejects the resolution to redistribute the surplus to members, approximately EUR 1 million (assuming a EUR 4.2 million surplus) would be paid in corporate income tax and the rest of the surplus would be added to the RIPE NCC Clearing House (reserves). If members approve the resolution to redistribute the surplus, the following process would take place: - The final exact amount to be rebated will be determined at the end of December 2015 to approximate the surplus as closely as possible - All those who are members by 31 December 2015 will be entitled to the rebate according to the formula (set out below) - The amount to be rebated to each member will be based on the annual fee paid for all LIR accounts they hold – this includes annual service fees and Provider Independent (PI) resource assignment fees but does not include sign-up fees - Members that joined the RIPE NCC after the first quarter of 2015 will receive a pro rata rebate that corresponds to the service fee paid - The rebate will be included on the 2016 invoices – all members will therefore receive an invoice that shows the service fee for 2016 (EUR 1,400), any PI assignment fees they might have and the rebate marked as a discount on the invoice - Members that close before 31 December 2015 will not receive a rebate - Members that merge before 31 December 2015 will receive only one rebate - The formula that will be used to decide each member’s individual rebate is: Annual fee paid by member / Total annual fee paid by all members X Total rebate amount = Individual member rebate In an example where the surplus is EUR 4.2 million and where a member holds one LIR account and has no PI assignments, the formula would apply as follows: 1,600 / 20,500,000 X 4,200,000 = EUR 327.80 According to the formula, each EUR 50 PI assignment paid as part of the annual fee would result in a rebate of approximately EUR 10.24. For a member with 100 PI assignments, the formula would apply as follows: 1,600 + 5,000 / 20,500,000 X 4,200,000 = EUR 1,352.20 The membership will decide on the surplus redistribution at the upcoming GM. Dear colleagues, The RIPE NCC Executive Board held its 102nd meeting on 2 October 2015. The following is a summary of the main items from the meeting. Further details are available in the minutes: - The Board approved several documents: updated Due Diligence Document, Inter-RIR Transfer Templates, updated Arbitration Procedure. - The RIPE NCC Management presented a financial outlook 2015-2017 and stress test to the Board.
