[ncc-announce] New emergency RIPE NCC PGP Key

[Apologies for duplicate emails] Dear Colleagues, On Monday, 15 June 2009, a hardware failure caused us to lose access to the RIPE NCC PGP secret key, which signs email from our ticketing system. We performed an emergency key rollover to rectify this problem.
