Dear WG, As you might have seen, I have decided to run for the RIPE NCC board as a candidate. Naturally, if I get elected this would not be compatible with my current role as chair of the NCC Services WG and I commit to resigning from the position as WG chair if elected to the RIPE NCC board. I have discussed with Bijal as co-chair what the process would be after this. We both feel that the workload is low enough that she could continue as WG chair until the following RIPE meeting in the fall, when a new co-chair would be selected to replace me. It is worth noting that Bijal is also up for reselection at the same meeting, but she is wiling to continue for another term. Kurtis & Bijal

Update of RIPE NCC Procedural Document

Dear Colleagues, The RIPE NCC Procedural document 'Closure of Members, Deregistration of Internet Resources and Legacy Resources' has recently been reviewed and updated. The following is an overview of the amendments made. Section A.1.1 was amended to include situations where both the Member and the RIPE NCC agree to terminate the SSA before the usual three month period has passed. Other changes were made to avoid duplication of information. Section B.2 was updated to specify certain conditions under which a three month timeframe for deregistration of either Member or End User resources would be unreasonable. The wording in Section B.2.1 was amended to clarify that during the deregistration process the Member is not allowed to make new announcements using the resources to be deregistered, and that the RIPE NCC will update the maintainer on all the Member's resource objects - not just on the inetnum object. Section B.2.2 was amended to bring about alignment of the procedures for the deregistration of End User and Member resources and to clarify that if an End User does not have a sponsoring LIR when the deregistration procedure is initiated, they must first establish a contractual relationship with one before they can object to that procedure. Other amendments were carried out to align the wording of specific sections with the wording used in the rest of the document, the RIPE NCC Standard Service Agreement (Sections A.1.2.2.g and B.1.d), and other RIPE NCC procedural documents (Section A.1.1). Similarly, changes were made to reflect changes in the RIPE Database (both operational and structural) and in RIPE Policy requirements (Sections A.1.2.1.1.c and B.1.c). Personal data in the RIPE Database

Colleagues I have just sent a message to the Database Working Group about personal data in the RIPE Database and the next step. As this impacts slightly on address policy, which explicitly refers to contact data, and it may involve member services to manage any cleanup of data, I would appreciate input from the members of these two working groups. Dear colleagues, The policy proposal 2018-05, "Publication of Legal Address of Internet Number Resource Holder" has been withdrawn. This proposal aimed for the RIPE NCC to publish the validated legal address information of all holders of Internet number resources. The proposal is archived and can be found at: https://www.ripe.net/participate/policies/archived-policy-proposals/archive… Reason for withdrawal: The proposer decided it was not possible to find an acceptable agreement which satisfied all parties. Hi Sara, Thanks for your presentation on Wed. Looking forward to reading your revised proposal after feedback during RIPE77. You rightly requested wider community participation on the mailing list, and here's my input. I prefer to consider publishing org registration numbers. Business legal addresses can be then acquired from the local chamber of commerce or in Whois org objects. But I'm still unsure who exactly are you targeting? 1. The LIRs and PI resource holders, the top-level IP resource holders Legal address is already present in the RIPE Whois for IP resources distributed by the RIPE NCC via the 'org' object. Org reg number should replace this or be published in addition? Is there a real benefit? [Legacy and out-of-region IP resources holders are separate cases for discussion] 2. Static IP Business consumers under top-level IP resources I am more open to consider this. It would theoretically improve the accuracy of the database to the benefit network operators, LEAs and more but reliability maintenance would be a real challenge. We would need to see some cost-benefit analysis to justify the time, effort and financial expense to the community. 3. Residential/home IP user's personal info This is absolutely not feasible (not to mention unlawful?) because they are predominantly dynamic. End users of individual IP addresses change daily in huge volumes. Finally and independent of this policy proposal, I would like to echo Hans Petter's commendable message on Wed - the RIPE community is responsible for the state of the RIPE Whois database. If it is a mess, shouldn't we at least discuss how we could improve its common usefulness? It would be nice if the more vocal community members lead by example in this respect rather than throwing our underloved Whois baby out with the bathwater. Hi Alex, I agree with you, there is a numerous series of instruments aiding investigators to deliver a warrant, once the jurisdiction of said receiver of the warrant is clear. The NCC has the registration number from the registration papers that resource holders must sent them. Many countries allow now to verify company details online, and for the others, it will be a small step of additional due diligence (like thoroughly checking the registration paper or asking for additional documentation). Implementing it could imply slightly more manual work as we only started recently to save the registration numbers of new members. Hello. Before lunch, I actually read the text of this proposal, so I'm no longer just reacting to other postings on the list. Leaving aside questions of data protection and due process, here's my tuppence-worth. - The summary of the proposal is (curiously) rather longer than the proposal itself. - The summary suggests that the proposed policy, if adopted, would not be mandatory; however, this idea is not reflected in the policy text. The reader is left to wonder what is actually intended. - As far as I can see, the claim that _"This proposal fixes an issue ..."_ is made without reference to either a use case or a problem statement. Other claims such as, _"This proposal is essential ..."_ or _"This is a chance ..."_ are likewise made without elaborating their respective basis. - The idea that _"The RIPE NCC will publish ..."_ seems to be based on a misconception about the operation of the public RIPE Whois database and the rôle of the RIPE NCC. The NCC provides a platform where the **authorized maintainer** of a particular database object can add, modify, or delete any attribute of the object. For the **NCC to propagate information** which it holds for other purposes into a database object (for which it is not the authorized maintainer) would be a **violation of a boundary of authority**. I am sure that neither would the NCC countenance such action nor the community accept it. - The mail archives of both the RIPE **Database** and **Anti-Abuse** working groups provide ample evidence of the challenges involved both in maintaining accurate data and in agreeing what the data means and how it should be used. - In discussion on this mailing list, but not in the proposal itself, it seems to be expected by some that the proposal, if adopted and implemented, would facilitate timely action by LEAs in pursuing their investigations and in securing material of interest. **I cannot but consider that reliance on a new, non-mandatory database attribute**, whose accuracy will likely be no better than that of any existing attribute, whose maintenance will depend on the availability and freedom from conflicting demands of the respective authorized maintainer, which is likely to be misleading if this maintainer is a malefactor of interest, and which can provide only formal (rather than material) evidence, **will delay, rather than advance the work** of an LEA. Hi again, I am a bit puzzled by this statement. If you only have the information concerning the tech support of said company, you would invest time and effort in sending the request to that country - where they would turn down the request as the company is not legally incorporated in such country, but in another one, at which point you would have to do all the process again, losing time and wasting resources. Just because you could not immediately pinpoint a geographical jurisdiction. This is why this proposal is useful, and not only for LEAs. I imagine CSIRTs could have the same view. @Niall : i understand your point and clearly this is not an easy topic when it comes to define what is personal data. But here is my question : If, to you, the legal adress is a personal data, are you also thinking the same way about the telephone number which is so far kept for registrar abuse contact phone ? Speaking about sole trader, if i understand well your point and go beyond, the name by itself might also be considerated as a personal data as it is also a way to identify the person.
