This sentence proves that one of the intentions of this proposal is to make a LIR responsible for the actions of a controversial and/or inconvenient end-user. It will therefore result in self-censorship of LIRs who are probably busy enough without being harassed by every vigilante on the internet - for the actions of a third party for which the LIR does NOTHING ELSE but handle paperwork to the NCC. rgds, Sascha Luck
