yes. whois was originally intended to allow engineers to contact each other. this is a feature not a bug.
This proposal fixes an issue where, for multiple reasons such as tax, costs or regulations, a company might be legally registered at one location while its engineers are in another (or even in a different country).
this does not fix an issue, it breaks the intent of the whois data; repurposing it from operational utility to a tool for law enforcement.

i just realized that we're going about this the completely wrong way. ms marcolla, would interpol be willing make public their database of organisations and individuals and allow the ops community to add their engineering contact information? randy
