Can you please explain why my blocks are blocked for the transfer? What should I give more?

I need to transfer resources before the end of this year

and this is vital for me !!

I represent myself, not Tuliev or anyone else.

I think we all have the right to dispose our resources by own choice, according RIPE policy of course.

But now I feel like a prisoner. RIPE NCC doesn't give any explanation.

Once again. I need to transfer resources till the end of the year.
