As you know Iran is a developing country with more than 23 Million Users and I think this is nothing for Iran. 2.2 Million IP's has transferred with a lot of problems with sanctions, it could have been much more without sanctions. A few interesting statistics on the state of IPv4 transfers in IR as of the 18th of Jan.
Number of imports into IR: 307 transfers. (Highest in the entire RIPE region, followed by GB at 218).
Amount of imported IPv4 addresses into IR: 2.2 Million IPv4 addresses. (Second highest in the entire RIPE region, exceeded only by SA at 2.4 Million).
An other interesting statistic is that while IR has been importing all these IPv4 addresses, it has also been exporting them.
Number of exports out of IR: 6 transfers.
Amount of exported IPv4 addresses: 6,144 IPv4 addresses.
Average market price for IPv4 addresses from a broker is 10 USD / IPv4 address.
