You can apply for a new probe online on this page. https://atlas.ripe.net/get-involved/become-a-host/ If you supply a reason along with the (re-)application. I have little doubt RIPE NCC (should?) be reasonably willing to support your request for a new probe. Alternatively, RIPE Atlas - also - now supports software probes.
