[atlas] Visualising RIPE Atlas Anchor Measurements

Dear colleagues, Salim Gasmi, one of the RIPE Atlas anchor hosts, visualised the measurements collected by the RIPE Atlas anchor. This monitoring page is publicly available and allows to analyse topology changes and helps debugging network issues.
