Checking the text, it says
"The RIPE Working Group Chair collective will be responsible for forming
a Nominations Committee (NomCom)."

which is consistent with Joao's interpretation, but arguably ambiguous
and was in fact misunderstood by at least two people here.

Perhaps a small edit, to say,

"The RIPE Working Group Chair collective will be responsible for
selecting and convening a Nominations Committee (NomCom)."

would clarify what they actually need to do?

Well, I use it to mean “the set of people who are RIPE working chair-people at that point in time”. I also take the use of “Collective” here as a bit of tongue-in-cheek term by the native English speakers amongst us who, as tradition mandates, question and slightly slight every and any sort of structure. Correct me if I am wrong.
