This message is sent on behalf of the Number Resource Organization (NRO). ------------------------------------------------------------------------------------------------------- IANA STEWARDSHIP TRANSITION COORDINATION GROUP (ICG) CALL FOR PUBLIC COMMENT ON IANA STEWARDSHIP TRANSITION PROPOSAL For the past 12 months, many in the Internet community have worked hard to formulate a plan for the transition of stewardship of the IANA functions away from the U.S. Government and into the hands of the broader Internet community. Working with and on behalf of the Internet Number Community, the CRISP Team built a plan for the IANA numbering functions, and this now forms part of the transition plan developed by the IANA Stewardship Transition Coordination Group for all of the IANA functions. We are now very close to the end of this long and complex process, and the Number Community has devoted many hours to meetings and discussions around the plan. At this stage of the process, to ensure the success of the transition, it is vital that the global Internet community expresses its support for the ICG proposal. PROPOSAL: 2015-03, “Assessment Criteria for IPv6 Initial Allocation Size” OVERVIEW: This proposal introduces new criteria for the evaluation of large IPv6 allocation requests. These new criteria are hierarchical and geographical structure and segmentation for security and planned longevity. The current requirements, number of users and extent of infrastructure, are retained. RIPE NCC IMPACT ANALYSIS: Includes the RIPE NCC’s understanding of what are reasonable limits for each of the criteria. To this end, the following actions are proposed: - Remove the need for evaluation - Limit the number of AS Numbers per organisation to 1,000 - Require that 16-bit AS Numbers are multihomed after nine months RIPE NCC IMPACT ANALYSIS: Includes the point that it will be the End User that decides if the need for an AS Number is technically reasonable. Dear colleagues, This is a call for nominations from the RIPE NCC service region to fill one vacant seat on the Number Resource Organization (NRO) Number Council (NC). The three-year term of Dmitry Kohmanyuk ends on 31 December 2015. The election to the NRO NC seat will take place during the Plenary at the RIPE 71 Meeting to be held in Bucharest from 16-20 November 2015. All members of the Internet community who are present at that Plenary may vote in the election. The deadline for nominations is 16 October 2015. Any individual residing within the RIPE NCC service region is eligible for nomination, except Regional Internet Registry (RIR) staff members. Self-nominations are permitted. PAM has in the past focused on research and practical applications of network measurement at Layer-3. However, over the last years PAM broadened its scope to encompass measurements of networked applications, content distribution networks, online social networks, overlay networks, and more. Measurement technology is needed at all layers of the stack: for power profiling of hardware components; at the MAC/network/transport layers; as well as up the stack for application profiling and even to collect user feedback. Measurement technologies are being designed for the digital home, residential access networks, wireless and mobile access, enterprise, ISP and data center networks. Although PAM traditionally attracts work that is at an early stage, works that are a reappraisal or independent validation of previous results, or which enhance the reproducibility of network measurement research, for instance by publishing new datasets on an existing topic, are explicitly included in PAM's ambit. Call for Comments for the Second Draft Service Level Agreement (SLA) for the IANA Numbering Services

This message is sent on behalf of the Number Resource Organization (NRO). ------------------------------------------------------------------------------------------------------- CALL FOR COMMENTS FOR THE SECOND DRAFT SERVICE LEVEL AGREEMENT (SLA) FOR THE IANA NUMBERING SERVICES NRO – PUBLIC CONSULTATION Open until: 31 August 2015, 23:59 UTC Background On 15 January 2015, the Consolidated RIR IANA Stewardship Proposal (CRISP) Team submitted the Internet Number Community Proposal to the request for proposals issued by the IANA Stewardship Coordination Group (ICG). One of the key elements of the Internet Number Community proposal is to replace the current NTIA IANA agreement with a new contract, a Service Level Agreement (SLA) between the IANA Numbering Services Operator and the five RIRs. A first draft of the SLA was produced on 1 May 2015 and opened for public comments until June 14th 2015. The first draft of the SLA is available at: https://www.nro.net/sla-v1 Discussions about the development of the SLA have occurred in all RIR meetings at: APNIC 39 (2-6 March 2015), ARIN 35 (12-15 April 2015), RIPE 70 (11-15 May 2015), LACNIC 23 (18-22 May 2015) and AFRINIC 22 (3-5 June 2015). It responds to the principles included in the Internet number community proposal and is based on the already existing provisions of the NTIA IANA agreement. The content of this draft is NOT the result of negotiations with ICANN or any other parties. It is written in such a way so that it can be signed as part of the implementation of the IANA transition when this occurs or before, without pre-judging the outcome of the ICG coordinated proposal. The draft includes legally important provisions, such as those that regulate the five RIRs acting together and being responsible collectively before ICANN. It includes background and definitions. This draft SLA also includes explanatory footnotes that reference the source of each article according to the Internet number community proposal principles or the NTIA IANA agreement. Next Steps During this final public comment period, the CRISP team is encouraged to review the draft SLA and its consistency with the principles of the Internet number community proposal. ICANN in particular is encouraged to review the draft in detail, and to submit any and all final comments during this period. All comments received by the deadline will be processed by the legal team of the RIRs and, as appropriate, included in a further and final draft of the SLA which will be presented to ICANN as the proposed final SLA. It is hoped that this document will be agreed by ICANN without further changes.

Call for Comments on CCWG-Accountability's 2nd Draft Proposal

This message is sent on behalf of the Number Resource Organization (NRO). ------------------------------------------------------------------------------------------------------- CALL FOR COMMENTS ON CCWG-ACCOUNTABILITY’S 2ND DRAFT PROPOSAL The Cross Community Working Group on Enhancing ICANN Accountability (CCWG-Accountability) has published its 2nd Draft Proposal with proposed improvements to ICANN’s accountability framework. You can find the proposal here: https://www.icann.org/en/system/files/files/ccwg-draft-2-proposal-work-stre… In a previous public comment period in May 2015, CCWG-Accountability sought feedback on the direction of its proposal and preferences among the alternatives that were proposed. CCWG-Accountability has incorporated this input and is now seeking agreement on whether or not the proposal meets the community’s requirements. The comment period closes on 12 September 2015 at 23:59 UTC. A service level agreement between ICANN and the RIRs would be used to ensure that the IANA functions continue to be performed to the Number Community’s requirements. An independent review panel, made up of representatives from each RIR community, periodically reviews ICANN’s performance in meeting these identified service levels. Key priorities here were ensuring stability, security, reliability, quality of service and community empowerment. The community is very satisfied with ICANN’s performance as IANA Functions Operator and, as ICANN’s role is lightweight and purely administrative, there was no need for the proposal to introduce additional operational complexity. The ICANN Board of Directors will then deliver this document to the NTIA for review. Throughout these next steps, it is important that the Internet Number Community continues to express its views.
