European Commission: consultation on 'The future of the electronic communications sector and its infrastructure’

Dear colleagues, Those following the European Union regulatory landscape might already know, as well as subscribers to the RIPE Cooperation WG mailinglist, but we’d like to draw the broader community's attention to a public consultation published by the European Commission on 'The future of the electronic communications sector and its infrastructure’. The deadline of which is the 19th of May. Section 4 of the consultation, 'Fair contribution by all digital players’, states in its introduction: ‘Some electronic communications operators, notably the incumbents, call for the need to establish rules to oblige those content and application providers (“CAPs”) or digital players in general who generate enormous volumes of traffic to contribute to the electronic communications network deployment costs. In their view, such contribution would be “fair” as those CAPs and digital players would take advantage of the high-quality networks but would not bear the cost of their roll-out. Conversely, CAPs and other digital players argue that any payments for accessing networks to deliver content or for the amount of traffic transmitted would not only be unjustified, as the traffic is requested by end-users and costs are not necessarily traffic sensitive (notably in fixed networks), but would also endanger the way the internet works and likely breach net neutrality rules.’ (Et cetera) https://digital-strategy.ec.europa.eu/en/consultations/future-electronic-co… Following the announcement that this consultation was going to be held, the RIPE Cooperation WG chairs called for volunteers to form a small task team and work on a draft submission and position paper on behalf of the community. The list of those who signed up was published on the 25th of February: https://www.ripe.net/ripe/mail/archives/cooperation-wg/2023-February/001648… The small task team members have held weekly calls since and started collating arguments, sources and data to formulate a draft response. As stated in the above mentioned email to the Cooperation WG, the team plans 'to share our draft response prior to its submission and we hope to have time allocated at the RIPE86 meeting Coop WG to discuss it further.’ Details on how to provide input for and feedback on the draft response will be announced later. According to the European Commission the consultation is ‘exploratory’ in nature. However, depending on the outcome, combined with strong lobbying efforts from amongst others the European Telecommunications Network Operators’ Association (ETNO), it could lead to a future EU legislative initiative to intervene because of a perceived imbalance that could negatively impact Europe’s ambitions and the necessary investments in Internet infrastructure to achieve these. As the outcome of this debate is of concern to all operators operating within the European Union, we urge community members to inform themselves about this important topic and engage, if possible, by submitting their own responses to the questionnaire, in particular section 4. "Fair share" consultation (make your voice heard!) and the Cyber Resilience Act

Dear colleagues, I try to regularly update the community on EU regulatory developments with the potential to impact either the RIPE NCC’s operations, the RIPE NCC membership or the RIPE community. In the past, I’ve generally shared these updates with the RIPE Cooperation Working Group list; however, there is currently an open consultation taking place that others may be interested in contributing to, around the “fair share” debate and the future of digital infrastructure in the EU. The deadline to contribute to that consultation is 19 May, and I encourage everyone who has an opinion on the topic to make sure their voice is heard. This could have a huge impact on the technical community within Europe, and it’s our understanding that the European Commission is quite keen to push some sort of regulatory proposal on this before the end of the year. Decommissioning RIPE Networking App and RIPE Mailing List Forum

Dear all, By the end of April, we will decommission the RIPE Networking App and also the RIPE Mailing List Forum. In short, these are two services that have not developed in the way we envisioned when we launched them and our research shows they are not widely used. We do not wish to devote development time and maintenance to them when instead we can allow our developers to focus on the services that bring most value to users. More details on the reasons for decommissioning these services are provided below. RIPE Networking App The RIPE Networking App was launched in 2017 and for the next five RIPE Meetings it was widely used by attendees to chat and meet each other virtually. However, this function was largely taken over by the Meetecho platform. The initial reasoning for the RIPE NCC to build our own app rather than using an off-the-shelf product was for RIPE NCC Access integration. The app, as expected, had less usage during the online-only meetings, but our data shows there was no return to normal figures post-pandemic at RIPE 84 and RIPE 85, and even less so at other RIPE NCC-organised events where the app was used. There are also a number of feature requests from attendees and event organisers that would require a complete rewrite of the app needing considerable specialist resources if we were to provide them: - Multi-language support (important for regional events) - Right-to-left (RTL) display - Ability to send images - Phone calendar integration - Displaying both onsite and online attendance status We believe that with the introduction of Meetecho, which has many of the same features of the Networking App, and a possible off-the-shelf solution that supports multi-language and RTL display for smaller RIPE NCC-organised events in Eurasia and the Middle East, we will be able to meet the demands that the Networking App was intended to meet. The RIPE Mailing List Forum Created in 2016, the idea of the forum was to extend the mailing list discussions with an additional interface. However, shortly after implementing the forum, we noticed that spam was being sent to some of the mailing lists via the forum. This was because it was possible to subscribe to the mailing lists using a RIPE NCC Access account and there wasn't very much we could do to combat that. This resulted in us making the forum read-only, which contradicted the reason we created the forum in the first place. We are currently busy with the migration of all RIPE community mailing lists from Mailman 2 to Mailman 3. Mailman 3 will allow better interaction with the mailing lists from a browser than the RIPE Forum does. Decommissioning this will also declutter our website which will help as we continue to redevelop and redesign www.ripe.net.
