Final Reminder: Call for ICANN Board Nominations Closes 7 January 2016

[This message has been sent on behalf of the Address Supporting Organization (ASO).] After the last extension to the nomination period, this is a final reminder of the Address Supporting Organization Address Council (ASO AC) call for nominations for Seat Number 10 on the ICANN Board. The nominations period will close at 23:59 UTC on 7 January 2016. The ASO AC election procedures can be found in Section 7 of the ASO Operating Procedures, available at: https://aso.icann.org/documents/operational-documents/operating-procedures-… Article VI of the ICANN Bylaws states that: "At any given time, no two Directors selected by a Supporting Organization shall be citizens from the same country or of countries located in the same Geographic Region.” The ASO AC selection for Seat 9 of the ICANN Board of Directors resides in the ARIN region, so nominees for Seat 10 cannot reside in the ARIN region. Submit nominations by email to <nominations2016(a)aso.icann.org> along with the following information: - Full name of the person being nominated - Contact email address of the person being nominated - Contact telephone number (if available) of the person being nominated - Full name of the person making the nomination - Contact email address for the person making the nomination - Contact telephone number of the person making the nomination All candidates must sign a Letter of Certification declaring that they are of good character. The selected candidate will undergo an independent due diligence review by an ICANN contractor, and announcement of the candidate will follow once this review has been successfully completed. Survey on IPv4 Scarcity, IPv6 Adoption, Carrier-Grade NAT Deployment

Dear RIPE community, we are a team of researchers from ICSI Berkeley, TU Berlin, TU Munich, Internet Initiative Japan and UC Berkeley jointly working on a project to assess the effects of IPv4 address exhaustion. As part of our research, we conduct a survey among network operators. The goal of this survey is to better understand the degree of IPv4 scarcity that ISPs face and which measures are taken to combat it (IPv4 Carrier-Grade NAT deployment, IPv4 address markets, and IPv6 transition mechanisms). If you work for an ISP that connects end-users to the Internet, we would greatly appreciate your response. Rob Blokzijl Dies Peacefully Aged 72

Dear colleagues, I have the painful duty to inform you that Rob Blokzijl, RIPE Chair Emeritus died at his home in the Netherlands yesterday after a long illness. https://www.ripe.net/participate/ripe/rob-blokzijl-obituary This is a sad moment for all of us because we loose a leader whose influence permeates the RIPE community and the way we conduct our work. Rob will live on in this way. Dear colleagues, Here is our monthly overview of open policy proposals and their stage in the RIPE Policy Development Process (PDP). If you wish to join the discussion about a particular proposal, please do so on the relevant working group mailing list. Proposals Open for Discussion: 2015-04, "RIPE Resource Transfer Policies" Proposals Awaiting Input: 2015-05, "Revision of Last /8 Allocation Criteria" Proposals Withdrawn: 2014-03, "Remove Multihoming Requirement for AS Number Assignments" Proposal Overviews: PROPOSAL: 2015-04, "RIPE Resource Transfer Policies" OVERVIEW: Aims to create a single transfer policy with all relevant information on the transfer of Internet number resources, replacing text in several RIPE Policies. The proposal also introduces a 24-month holding period for IPv4 addresses and 16-bit ASNs after any change of holdership. RIPE NCC IMPACT ANALYSIS: Includes the point that the current proposal version needs further clarification regarding what kinds of entities can receive transfers of allocated resources. STATUS: Review Phase WHERE TO COMMENT: Address Policy Working Group: address-policy-wg(a)ripe.net DEADLINE: 16 December 2015 FULL PROPOSAL: https://www.ripe.net/participate/policies/proposals/2015-04 ===== The following proposals are awaiting input before they can go any further in the PDP. PROPOSAL: 2015-05, "Revision of Last /8 Allocation Criteria" OVERVIEW: Aims to allow LIRs to request an additional /22 IPv4 allocation from the RIPE NCC every 18 months. This would only be possible if the LIR has not transferred any IPv4 address space before. STATUS: Discussion Phase – Awaiting decision from proposer FULL PROPOSAL: https://www.ripe.net/participate/policies/proposals/2015-05 ===== The following proposal has been withdrawn since the last update. PROPOSAL: 2014-03, "Remove Multihoming Requirement for AS Number Assignments" OVERVIEW: Aimed to ease the requirements when requesting an Autonomous System (AS) Number. To this end, the following actions were proposed: - Remove the need for evaluation - Limit the number of AS Numbers per organisation to 1,000 - Require that 16-bit AS Numbers are multihomed after nine months STATUS: Withdrawn REASON FOR WITHDRAWAL: The proposers decided to withdraw the proposal due to the inability to find an acceptable solution which satisfied all parties. Nominations will close at 23:59 UTC on Sunday, 13 December 2015. The time frame for the selection process is as follows: – Nomination Phase – 30 September 2015 to 13 December 2015 – Comment Phase – 14 December 2015 to 13 March 2016 – Interview Phase – 13 January 2016 to 13 March 2016 – Selection Process – 14 March 2016 to 4 April 2016 – Due Diligence Review – 5 April 2016 to 20 May 2016 – Announcement – Around 21 May 2016 The ICANN Bylaws state that no two directors selected by a Supporting Organization can come from the same geographic region. Because the ASO AC selection for Seat 9 is from the ARIN region, nominees for Seat 10 cannot also come from this region.
