Shane, TFers, Thanks for holding the BoF and for sharing this. To repeat and expand on my input at the BoF. 1.) I am missing language about evolution of the requirements and the database itself. A high level stock taking exercise like this one that aims to be the basis for a service has to make it explicit that it addresses just about one point in time and things *will* change. It makes sense to spend a few paragraphs on how this will be handled. 2a.) -- ‘Provide registration information of Internet number resources’ is a primary purpose. I would use a title like “Authoritative and Accurate Registry of Internet Number Resources’. As far as I can see it ‘Enabling transfer of IP resources’ should be part of that. 2b.) I suggest grouping a number of the other separate items under ‘Facilitate Internet Operations and Operational Coordination’: - Facilitating communication about usage of the resources - Publishing routing policies by network operators (RIPE IRR) - Reverse Domain Name System (rDNS) - The RPKI Database It is important that we emphasise the RIPE DB is not just a registry but an operational tool. 3.) This iteration seems too detailed for me already. The charter is ‘… The purpose of the document is to establish community consensus at the general level. …’. I think it would make sense for the TF to take a step back and look for the general themes behind the detailed issues. And to look at it from the point of view of the users, first and foremost the primary users, those who register information in the database and use it for operational purposes. RIPE Programme Committee Elections at RIPE 80

Dear Friends and Colleagues, The RIPE Programme Committee is responsible for recruiting and selecting presentations for the RIPE Meeting Plenary sessions. As the term of two RIPE PC members end, we are looking for new members in Spring 2020 who will be elected by the RIPE community at RIPE 80. There are currently two seats up for election to the RIPE PC. Please send nominations, with a biography, statement of interest and photograph, to pc(a)ripe.net. The Charter of the RIPE Programme Committee ( https://www.ripe.net/ripe/docs/ripe-pc-charter) provides more information about the composition and roles of the RIPE PC. Nominations for the RIPE 80 PC elections can be sent in from today until Tuesday May 12th, 15:30 CEST. We will announce the PC elections at the RIPE meeting opening sessions, but interested parties can nominate themselves from now. We will close candidate nominations on Tuesday at 15:30 CEST (UTC+2), and publish the biographies on the RIPE Meeting web site. The RIPE PC online voting system will be open from Tuesday May 12th, 16:00 CEST until Thursday May 14th, 17:00 CEST, for the community members to cast their votes. The total voting numbers may be public. [ For a version of this message with embedded links and for nominee statements, see https://blog.ripe-nomcom.org/ ] The RIPE 2020 NomCom will select two persons for the roles of RIPE Chair and RIPE Vice Chair. We have four nominees who are well known to the community: Filiz Yilmaz, Niall O'Reilly, Nigel Titley and Mirjam Kühne. We have held our second meeting and worked out the plans for collecting input from the community. Here is a quick outlook about what the NomCom will do between now and the RIPE meeting, during the meeting and after. Before RIPE 80 During the coming two weeks the NomCom will have conversations with the nominees and prepare for the RIPE meeting. We want to hear input from the community at between now and the end of the RIPE meeting. This is your chance to influence our selection. The best way to reach the whole committee is by e-mail. If you prefer you can also contact individual members of the NomCom. Of course we will treat all input confidentially. To that end we have even set up a dedicated server, so that we can erase the electronic traces of our work as well as possible once we are done. During RIPE 80 We will participate in the RIPE 80 meeting and give a short report during the community plenary session on Thursday afternoon. On the Friday of the meeting week the NomCom will hold virtual 'office hours' for those who prefer to give input in a meeting and those for whom writing us is simply not enough. Individual meeting slots will be allocated first-come first served. Contact support at ripe-nomcom.org for an appointment. After RIPE 80 Hans Petter Holen has announced that he will resign at the end of April before he takes up his new role as RIPE NCC Managing Director. Waiting until RIPE 81 to transition to the newly selected Chairs, as planned, no longer makes much sense now. Therefore making the selection has become somewhat more urgent. We are committed to work more quickly than planned but not to become too hasty either. Together with the RIPE NCC Executive Board we aim for selection in early June and confirmation by the board soon after. Sanctions and the RIPE NCC: Current Status and Executive Board Position

Dear colleagues, The Executive Board has been working with the RIPE NCC to find a solution regarding the applicability of EU sanctions to its members. As this has geopolitical implications for the RIPE NCC's wide and diverse service region, this is a matter we have been taking seriously for some time. As part of this, the RIPE NCC is in contact with the Dutch Government to seek a permanent exemption for its services from all current and future EU sanctions. The links to the minutes and the resolutions from the two recent board meetings where this was discussed were published today. I would now like to briefly outline the current situation and expand on the board's position. WHERE WE STAND CURRENTLY We were recently alerted to the fact that two RIPE NCC members in Iran and one in Syria are believed to be on the EU sanctions list. These members have now been notified that provision of services to them has been frozen and the RIPE NCC will initiate an audit of the relevant accounts, pending a response from the Dutch Government. This means that their resources will not be deregistered, but the RIPE NCC will also not process requests on their behalf. The intent here is to ensure the RIPE NCC is taking appropriate steps to comply with any relevant sanctions in accordance with its obligations under Dutch law. That being said, the board will defend its belief that the RIPE NCC's services should not be covered by sanctions. As the RIPE NCC's bank also needs to ensure its own compliance with sanctions, it has temporarily revoked the RIPE NCC's ability to receive direct payments from members in Syria and Iran. The RIPE NCC will contact these members directly to explain this in more detail. The recent decision to extend the payment period for membership fees in light of the COVID-19 pandemic eases some of the time pressure on members to pay for now, and we anticipate this issue will be resolved once we have clarity from the Dutch Government. THE BOARD'S POSITION I would now like to share the board's position more generally. A board resolution from 2014 states the following: "The Executive Board of the RIPE NCC believes that the means of communication should not be affected by political discussions or disputes. This includes the provision of correctly registered Internet numbering resources." This is probably the clearest statement of our position, which has not changed since then. The board wishes to caution against measures applied in pursuit of short-term public policy objectives that may undermine the wider Internet governance system, which is essential to the stability of the global Internet. This is a system which is fundamentally based on cooperation. We also believe that the ongoing COVID-19 pandemic has shown that the Internet is a critical tool for meeting the essential needs of humanity. We are committed to minimising the impact of any action that would limit people's ability to access this important global network. RIPE 80 New Call for Presentations

In order to remind everyone that even in the current state of the world RIPE80 is happening and we are looking forward to your great presentations we have decided to reissue the CfP and also to extend the deadline. Below you find the new CfP and we're happy receive your submissons. We are all still in the process of working out how to make this work in the best possible fashion - so if you have any questions regarding plenary presentations, Lightning Talks or BoFs don't hesitate to contact the PC. All the best, Franziska ( on behalf of the RIPE PC ) Dear colleagues, The RIPE Programme Committee (PC) is re-issuing the Call For Presentations for RIPE 80 as the event was recently moved online. RIPE 80 will be a free virtual event with a shorter programme and a new schedule that will take place during the week of May 11. The RIPE PC is now seeking content proposals from the RIPE community for the plenary sessions lightning talks and BoF sessions. Please note that no workshops or tutorials will be organised at this meeting. More detail on the presentation formats is available at: https://ripe80.ripe.net/submit-topic/presentation-formats/ You have until *April, 19 2020* to submit your presentations proposals. Proposals submitted after this date will only be considered if there are still time slots available. The PC is looking for presentations covering topics of network engineering and operations, including but not limited to: - IPv6 deployment - Managing IPv4 scarcity - Data centre technologies - Network and DNS operations - Internet governance and regulatory practices - Network and routing security - Content delivery - Internet peering and mobile data exchange - Connected Things (aka. Internet of Things - IoT) ----------------- Submissions ----------------- Presenters should be clear on whether they wish to submit a presentation for a plenary or working group session. At present, most working groups will solicit policy proposals, discussion points or other content directly via their mailing lists. If you’re not sure what kind of session you should be presenting at, please visit: https://ripe80.ripe.net/plenary-or-wg/ RIPE Meeting attendees are quite sensitive to keeping presentations non-commercial, and product marketing talks are strongly discouraged. Repeated audience feedback shows that the most successful talks focus on operational experience, research results, or case studies. For example, presenters wishing to describe a commercial solution should focus on the underlying technology and should not attempt a product demonstration. Presenters should indicate how much time their presentations will require. Here’s an indication of the average duration of each session format: - Plenary presentations: 20-25 minutes presentation with 5-10 minutes discussion - Lightning talks: 10 minutes for both the presentation and discussion - BoFs: one hour The following general requirements apply: - Proposals must be submitted using the meeting submission system, https://ripe80.ripe.net/submit-topic/ - Lightning talks should also be submitted using the meeting submission system (https://ripe80.ripe.net/submit-topic/). The allocation of lightning talks will be announced on short notice, in some cases on the same day but often one day prior to the time slot allocated. - Presenters who propose a panel or BoF are encouraged to include speakers from several (perhaps even competing) companies and/or a neutral facilitator. - All presentation proposals will only be considered by the PC if they contain at least draft presentation slides (slides may be updated later on).
