For discussion in Paris (RIPE-DB WG, agenda:2.2) Andreas Schachtner (afs(a)Germany.EU.net) proposes to introduce an optional field for any DB object where this information does make sense: *tl: <e-mail-address> *tech-l: <e-mail-address> This field is not supposed to replace the *tc or *ac fields! The *tech-l filed should point to a mail address or mailinglist to provide access to people with _technical_ knowledge for the object referenced. Advantages are seen with the addressing of trouble tickets, managing configuration changes, etc. Any comments? Wilfried.

Colleagues, you all are aware of the suboptimal IP-connectivity within Europe in general and to and from Germany specifically. After talks with the german national network organization (DFN) GMD decided to make the following commitment: GMD will establish an EBONE EBS in Germany. This shall be done by providing at least 2x256Kb bandwidth to two other EBSs in short term. The selection of the endpoints of the lines will be negotiated within EBONE as well as the embedding in a new financial structure of EBONE. Some Swiss problems to find out about who is allowed to use whose resources at which cost is used by you to consider one party as not serious just because the other party used every means to throw mud around. And you are fully inline with this game. This leads me to start thinking if I can take you serious if you are not able to consider proposals on objective and technical grounds and show this also by Cc-ing to the full RIPE-list. EUNET is known to contribute valuable technical expertise to keep a European IP service running. Your comments count on the negative side. Best regards, Urs.

Dear colleagues, its already some time ago, that I have sent an e-mail to the wg-dns list. In that e-mail SWITCH was offering to run a secondary root name server at a location with good connectivity (2 Mbit/s) to CERN. I have heard whether positive nor negative responses to this proposal. The matter will be discussed in the DNS working group, I assume. Whether it should be a point on the main agenda, you Rob or Francis have to decide. Willi Huber

I find the proposals to further the integration of the European research networks highly encouraging. In particular, your intention, stated in our meeting of 8 May, to bring the Ebone initiative to an end at the end of 1992 and to unite the participants with the IXI production service is a major advance which will reinforce the cohesion of the research community which COSINE has promoted. Clearly there is a need for urgent action to coordinate Ebone and IXI as they now operate. I have in mind the imminent disconnection of the NIKHEF access point, which has until now carried a large proportion of the traffic between IXI and the various users of IP in Europe. Since RARE has not yet responded to the request of the COSINE Policy Gruop to coordinate funding for the NIKHEF access point, the gateway will in all probability be closed at the end of June 1992. This underlines the requirement, which we both recognise, for coordination in the research community, and proper management of network resources. Your points concerning peripheral countries, in particular, emphasise the importance of the managed network solution, as apposed to the current reliance on individual leased lines. My understanding, then, is that Ebone '92 will conclude at the end of 1992, at which time it will migrate to the IXI multi-protocol backbone service, and that it is not intended to be a rival organisation. On this basis, I find installation of the proposed gateway a desirable action, and am prepared to expedite its installation. I would be grateful if you could confirm my understanding. As stated before, we share your feeling on the requerement of coordination and integration of networking in the European research community. You will be pleased to know that the Ebone Management Committee, in its last meeting of 25 June, has decided to propose to the Ebone Consortium members that they agree that the Operational Unit takes full organizational and operational control over the Ebone '93 IP services. It is our understanding that the Operational Unit Steering Committee has welcomed this proposal and is working along the lines of the proposal (full statement is attached). We hope that the Operational Unit shareholders will accept this offer. In the meantime, it is important to achieve integration to a level currently possible and therefore we would welcome the expedited installation of the proposed IXI-Ebone gateway, for which you have to communicate the formal apporoval to PTT Telecom. As a non-European member of Ebone (RBS), Israel would like to present the following questions to the OU proposal: 1) There is no mention of the lines to the USA in the budget. Who will be funding these lines? If the NSF will agree to 50% of the costs, wouldn't that mean that the OU would have to include the other 50% of the costs in its 'total accepted costs', thereby increasing it from 1,800,000ECU? Or is this proposal based on the NSF picking up all the costs of all the lines? 2) Will the line cost to Israel be the model used for all non-European countries? As opposed to the rest of Europe, where the OU pays 75% of both ends of the line, in the Israeli case, the OU is picking up 100% of only the European end of the line. Will this be the same arrangement for places like Japan or the Far East that will connect to the OU? 3) What is the definition of 3rd party traffic? Can you give some concrete examples of 3rd party national traffic as stated in section 6b? 4) Who is the owner of the physical line if the OU pays 75% of the cost? 5) Who is the owner of the RBS equipment or to use USA terms the POP (Point Of Presence) in each country? Does the OU supply this equipment or does the OU just commit to a physical IP termination point with no end point equipment? If the OU is not responsible for the POP, can any equipment be used (i.e. other than cisco) and what will be the OU's commitment to integrate such equipment into the OU cloud?
