Herve/Andrei/Constanze, I support the comments made by Osama earleir today and repeat what I said at RIPE90 and RIPE91 The requirement for unanimity in ICP-2 has to go. It's unworkable, impractical and unreasonable. An RIR would be able to block the NRO (or ICANN) from taking a decision simply by choosing not to express an opinion. That can't be right. Unanimity also falls apart if/when an RIR is unable to express an opinion: for instance if it's encumbered by a court order or its board is unable to agree or there's no viable board. IMO, the NRO members should collectively take these decisions by consensus. Because that's how we do things in I*. Though if that's too difficult, a decision by supermajority could be the next least-worst option: say two thirds of the NRO membership rounded up to the next whole number. Please note that I mean a consensus of the NRO membership. This has nothing to do with how each NRO member reaches its individual decision to add/remove/change/whatever an RIR. That's an internal matter for each RIR and whatever process they choose is up to them.
