[ripe-list] Formation of RIPE DNS Resolver BCP Task Force

Dear colleagues, Many thanks for everyone who volunteered to participate in the DNS Resolver BCP Task Force. We were able to put together a group of community members with diverse background and expertise. As a first step, the Task Force members reviewed the charter text and made some small changes.
