on line service = broadcasting ?

Hi, I have read info saying there is a proposed law ( approved by the European Parliament and to be voted by the European Council of ministers ) that should bring some restrictions in advertisement in on-line services ( Internet, too ). On-line services should be categorized as broadcasting ( license needed ), limitation for foreign programs should be setup etc. Do you know if the law has been already approved and what is the final version ( is it on the net ? )? thanks, Lubos Elias elias@uakom.sk PS sorry, if this is not a right place where to ask
