See pub/zone/iso-country-codes on ftp.nisc.sri.com. Why do only 28% of the advertised hosts answer a ping? Many advertised hosts are behind firewalls that only allow email to get through. Technically, they would not be considered hosts that are directly on the Internet. Some pings are probably lost due to links being down, and/or problems with the pinging process.
