I believe the references to market driven is in respect to the PROVISION of services. The key here is that subsidy should not be given to any particular service provider. This does not preclude funds being made availabnle to pay for 'public policy use' e.g. public libuary access, and publication. nor the use of funds for encouraging use. i.e. Give the users any funds and let them decide how to spend it.
