Notice to the RIR Community: Request for ASO Consideration of ICANN Empowered Community Rejection Action

The NRO serves as the Address Supporting Organization (ASO) which is a Supporting Organization under ICANN's structure. The Empowered Community is the mechanism through which ICANN's Supporting Organizations (SOs) and Advisory Committees (ACs) can organize under California law to legally enforce community powers. These powers include the power to reject by-law amendments. The At-Large Advisory Committee (ALAC) has chosen to exercise its powers as an Empowered Community under this structure to issue a Rejection Action Petition Notice. As part of this process, the ASO has been asked to consider ALAC's petition. The proposed amendment, approved by the ICANN Board on 3 May 2026, would establish a transition article temporarily affecting the timing of certain ICANN Bylaws-mandated Specific Reviews. These reviews include the Accountability and Transparency Review, the Security, Stability and Resiliency Review, the Competition, Consumer Trust and Consumer Choice Review, and the Registration Directory Service Review. ALAC has expressed concerns that the amendment could further delay important ICANN accountability reviews, formalise existing delays, create excessive gaps between review cycles, and insufficiently address community input submitted during the public comment process. Hi Michele, The Number Resource Organization Executive Council (NRO EC) will now review ALAC's petition and convey their decision by Monday, 8 June. The deadline for general community comments to the ASO was 1 June [1]. According to the ASO Procedures for ICANN Empowered Community Powers: "5. The NRO EC will hold a teleconference, or alternatively by email, in order to decide the acceptance or rejection of the petition. The NRO EC has the authority to summarily dismiss petitions that do not meet the Empowered Community petition requirements, petitions which baseless or vexatious, or petitions which are similar to petitions already decided by the NRO EC. If they decide to accept the petition, the NRO EC must also decide (should the petition receive support by another Decisional Participant) whether they desire ICANN to organize a public conference call prior to the forum and whether they want the forum to take place during the following ICANN public meeting."
