I think, that you shouldn't worry - CIS don't include Baltic states. I agree with you - it's not the same and should be corrected - as "(part of former USSR)" or simply excluded.

To my knowledge these 3 statements are totaly not the same. Even more, CIS never had meaning adequate to USSR.

P.S. Excerpt from RIPE-167: If has been suggested more than once that the coun- tries of the CIS in fact form a separate region from Europe that needed special regional support.
IMHO this doesn't sound very gentle.
