Dear all, At its 188th RIPE NCC meeting on 4-5 September 2025, the RIPE NCC Executive Board approved amendments to the RPKI (RIPE NCC Certification Service, Publish-in-Parent, Repository) Terms and Conditions. These changes are in response to the EU regulation Digital Operational Resilience Act (DORA) which came into effect in January 2025. While the requirements apply to financial institutions, the RIPE NCC aims to facilitate the implementation of this regulation for those entities that are RIPE NCC members to a reasonable extent. The following changes includes: Adding details of how we manage planned maintenance, how incidents can be reported and security measures and audits in relation to RPKI (in article 6 of Publish in Parent Service, 4 of Certification Repository and 4.3-4.7 Certification Services) Adding subcontractor, service level and data protection information (in article 8.5-8.7 of Publish in Parent Service, 6.4-6.6 Certification Repository and 7.5-7.7. Certification Services) The updates to the Terms and Conditions also include the addition of three new RPKI object types (ASPA, BGPsec and RSC) which will be implemented at a later stage. 2025-02 Last Call for Comments (Revocation of Persistently Non-functional Delegated RPKI CAs)

Dear colleagues, Proposal 2025-02, "Revocation of Persistently Non-functional Delegated RPKI CAs" is now in Concluding Phase. This proposal suggests providing a mandate to the RIPE NCC to revoke resource certificates associated with longtime non-functional CAs to reduce Relying Party workloads. The WG co-chairs have declared that rough consensus has been reached and the proposal will now move to Last Call. As per the RIPE Policy Development Process (PDP), the purpose of this four-week Concluding Phase is to give an opportunity to present well-justified objections for those who missed the previous two phases and wish to oppose the proposal. Any objection must be made before 9 October 2025 and must be supported by an explanation. If no substantive objections are raised by the end of Last Call, the proposal will complete the PDP and will be evaluated by the WG co-chairs for final consensus. Dear Routing WG, The review phase for proposal 2025-02: "Revocation of Persistently Non-functional Delegated RPKI CAs" ended on 5 September. Thanks to everyone that participated in the discussion. Ten people fully supported the proposal: Max Emig Theo Buehler Ben Cartwright-Cox Niels Raider Filip Hruska Gert Doering Tobias Fiebig Radu Anghel Simon Leinen Lukas Tribus No objections were raised. Additional comments: Tim Bruijnzeels agreed with Theo Buehler's suggestion to clarify, in the wording of the first paragraph of the impact Analysis, that the period triggering a non-functional CA revocation would start from the nextUpdate timestamp expiry. Job Snijder agreed with the RIPE NCC understanding of his proposal. Based on the feedback received from the Working Group, we declare that rough consensus has been achieved for this proposal and ask RIPE NCC Policy Officer to follow up announcing the start of the Concluding Phase (Last call).
