RIPE can only sugest to people to behave like good citizens, explaining the reasons for it from the community perspective and also tell them why their mileage may vary anyways. There is no way RIPE or the RIPE NCC can pressure ISPs to change their behavior.
LIR's sign a contract with RIPE, so they are legaly obliged to obey those terms thay sign up to. I suspect pretty much the same is the case for ARIN and APNIC customers. Apart from the legal route it's technicaly possible for ripe stop delegateing reverse dns, and to remove all of an LIR objects from the ripe database.
